【摘要】：公眾態(tài)度和行為是影響政府財政透明度的重要因素,甚至是推動財政透明度進(jìn)程的根本動力。研究現(xiàn)階段公眾對財政透明度的認(rèn)識和行為,對推動提升我國財政透明度的社會驅(qū)動力有著重要的意義。本文假設(shè)6個與公眾財政透明度意愿相關(guān)的影響因子,通過2個中介變量分別間接地反映公眾的財政透明度意愿,采用調(diào)查問卷的方法搜集數(shù)據(jù),并運用結(jié)構(gòu)方程模型來驗證假設(shè)。研究表明:社會身份、公眾政治態(tài)度、參與環(huán)境和政府政策導(dǎo)向?qū)娯斦该鞫纫庠赣休^強(qiáng)的影響;而公眾參與能力和政府公信力對公眾的影響較小。針對研究結(jié)論,可從培養(yǎng)公眾公共精神、改善公眾參與環(huán)境、加強(qiáng)政府政策引導(dǎo)、促進(jìn)農(nóng)村城鎮(zhèn)化建設(shè)等方面入手,逐步提高我國公眾的財政透明度意愿,推動我國財政透明度水平進(jìn)一步提高。
[Abstract]:Public attitude and behavior are important factors that affect the transparency of government finance, and even the fundamental motive force to promote the process of fiscal transparency. It is of great significance to study the public's understanding and behavior of fiscal transparency in order to promote the social driving force of fiscal transparency in China. This paper assumes six influencing factors related to the willingness of public financial transparency, and indirectly reflects the willingness of public financial transparency through two intermediary variables, and collects data by questionnaire. The structural equation model is used to verify the hypothesis. The research shows that: social identity, public political attitude, participation environment and government policy orientation have strong influence on public financial transparency willingness, while public participation ability and government credibility have little influence on the public. In view of the conclusion of the research, we can gradually improve the public's willingness of financial transparency by cultivating the public spirit, improving the environment of public participation, strengthening the guidance of government policies, and promoting the construction of urbanization in rural areas. We will further improve the level of financial transparency in our country.
