【摘要】：分稅制以來,河北財(cái)政收入彈性系數(shù)總體呈波浪形上升、階段性變動(dòng)和差異化特征。與全國平均水平相比,彈性系數(shù)較低、波動(dòng)幅度較大,這在一定程度上反映了河北財(cái)源不充足、稅基不穩(wěn)定、經(jīng)濟(jì)結(jié)構(gòu)質(zhì)量效益偏低的客觀實(shí)際。因此,提高河北財(cái)政收入特別是公共預(yù)算收入彈性系數(shù),應(yīng)加快經(jīng)濟(jì)結(jié)構(gòu)調(diào)整步伐,增加經(jīng)濟(jì)財(cái)源的含稅量,增強(qiáng)財(cái)政經(jīng)濟(jì)協(xié)調(diào)發(fā)展的內(nèi)在關(guān)聯(lián)度。
[Abstract]:Since the tax distribution, the elastic coefficient of Hebei fiscal revenue has generally increased in wave shape, with the characteristics of periodic change and differentiation. Compared with the national average, the elasticity coefficient is lower and the fluctuation range is larger, which reflects to some extent the objective reality that Hebei is not rich enough, the tax base is unstable, and the economic structure quality benefit is on the low side. Therefore, in order to improve the elasticity coefficient of Hebei fiscal revenue, especially the public budget income, we should speed up the pace of economic structure adjustment, increase the tax content of economic financial resources, and enhance the internal correlation degree of the coordinated development of fiscal and economic development.
