【摘要】：隨著《廣東海洋經(jīng)濟(jì)綜合試驗(yàn)區(qū)發(fā)展規(guī)劃》的獲批,廣東提出了建設(shè)"海洋強(qiáng)省"的目標(biāo)。海域使用金的征收和合理使用,對(duì)海洋經(jīng)濟(jì)的發(fā)展起著積極促進(jìn)作用,可為廣東省率先建成海洋強(qiáng)省提供資金保障和財(cái)政支持。本文通過分析廣東省海域使用金的征收和使用現(xiàn)狀,進(jìn)行相應(yīng)的績效評(píng)估,探討了當(dāng)前廣東省海域使用金征收與管理中存在的問題,并提出完善海域使用金使用管理政策、明確各級(jí)分成比例、優(yōu)化支出使用結(jié)構(gòu)以及強(qiáng)化監(jiān)督管理機(jī)制等對(duì)策建議。
[Abstract]:With the approval of the Development Plan of Guangdong Marine Economic Comprehensive Experimental area, Guangdong has put forward the goal of building a strong marine province. The collection and rational use of sea area use funds play an active role in promoting the development of marine economy, and can provide financial guarantee and financial support for Guangdong Province to take the lead in establishing a strong marine province. Based on the analysis of the current situation of levy and use of sea area use funds in Guangdong Province, this paper makes a corresponding performance evaluation, probes into the problems existing in the collection and management of sea area use funds in Guangdong Province, and puts forward the policy of perfecting the management policy of sea area use funds. It is necessary to define the proportion of different levels, optimize the structure of expenditure and strengthen the supervision and management mechanism.
