【摘要】：隨著中國(guó)經(jīng)濟(jì)步入新常態(tài),需求側(cè)刺激對(duì)經(jīng)濟(jì)增長(zhǎng)的拉動(dòng)作用逐漸減弱,中國(guó)政府適時(shí)地將宏觀調(diào)控的重點(diǎn)由需求側(cè)轉(zhuǎn)向以往被忽視的供給側(cè)。本文從中國(guó)當(dāng)前的宏觀經(jīng)濟(jì)數(shù)據(jù)出發(fā),分析了困擾中國(guó)經(jīng)濟(jì)可持續(xù)發(fā)展的結(jié)構(gòu)性問題,探討了供給側(cè)結(jié)構(gòu)性改革的必要性和緊迫性。進(jìn)一步地,本文在借鑒國(guó)外供給側(cè)管理理論與實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,基于財(cái)稅政策視角對(duì)供給側(cè)結(jié)構(gòu)性改革以及改革的頂層設(shè)計(jì)提出了相應(yīng)建議。本文的研究有助于更好地厘清供給側(cè)結(jié)構(gòu)性改革實(shí)施的現(xiàn)實(shí)依據(jù),并為政府部門合理運(yùn)用財(cái)稅政策實(shí)現(xiàn)改革目標(biāo)提供了一定的借鑒。
[Abstract]:As the Chinese economy enters into the new normal, the role of demand-side stimulus on economic growth gradually weakens, and the Chinese government timely shifts the emphasis of macro-control from the demand-side to the previously neglected supply-side. Based on the current macroeconomic data of China, this paper analyzes the structural problems that haunt the sustainable development of China's economy, and probes into the necessity and urgency of supply-side structural reform. Furthermore, based on the experience of foreign supply-side management theory and practice, this paper puts forward corresponding suggestions on supply-side structural reform and top-level design of reform based on fiscal and taxation policy perspective. The research in this paper is helpful to clarify the practical basis for the implementation of supply-side structural reform and to provide some reference for government departments to use fiscal and taxation policies rationally to achieve the reform objectives.
