【摘要】：本文結(jié)合《青海三江源自然保護(hù)區(qū)生態(tài)保護(hù)和建設(shè)總體規(guī)劃》,以環(huán)境會(huì)計(jì)、生態(tài)經(jīng)濟(jì)學(xué)和其他學(xué)科為基礎(chǔ),借鑒青海省三江源自然保護(hù)區(qū)生態(tài)保護(hù)和建設(shè)工程調(diào)研的報(bào)告成果及現(xiàn)有的生態(tài)效益評(píng)價(jià)理論,對(duì)三江源區(qū)生態(tài)效益補(bǔ)償進(jìn)行財(cái)務(wù)評(píng)價(jià),以期豐富生態(tài)評(píng)價(jià)理論,同時(shí)促進(jìn)政府環(huán)保部門對(duì)過去生態(tài)保護(hù)和建設(shè)工程進(jìn)行經(jīng)驗(yàn)總結(jié),提高資金的使用和管理效率,為政府相關(guān)部門對(duì)三江源區(qū)未來生態(tài)建設(shè)的規(guī)劃與投資決策提供科學(xué)依據(jù)。
[Abstract]:This paper, based on environmental accounting, ecological economics and other disciplines, combined with the overall plan for ecological protection and construction of the Sanjiangyuan Nature Reserve in Qinghai, Based on the report results of ecological protection and construction project investigation in Sanjiangyuan Nature Reserve of Qinghai Province and the existing theory of ecological benefit evaluation, the financial evaluation of ecological benefit compensation in Sanjiangyuan Nature Reserve is carried out in order to enrich the theory of ecological evaluation. At the same time, it promotes the government environmental protection department to sum up the experience of the past ecological protection and construction projects, improves the efficiency of the use and management of funds, and provides scientific basis for the planning and investment decision of the future ecological construction of the Sanjiangyuan region by the relevant government departments.
