【摘要】：在當(dāng)前中央加大力度支持統(tǒng)籌城鄉(xiāng)發(fā)展的大背景下,吉林省積極推進(jìn)財(cái)政支農(nóng)政策,具有重要的現(xiàn)實(shí)意義和長遠(yuǎn)的戰(zhàn)略影響。從吉林省統(tǒng)籌城鄉(xiāng)發(fā)展進(jìn)程中的財(cái)政支農(nóng)政策的推進(jìn)現(xiàn)狀來看,當(dāng)前吉林省的財(cái)政支農(nóng)政策已經(jīng)取得了一系列的實(shí)效進(jìn)展。這主要表現(xiàn)在支農(nóng)投入持續(xù)增加、農(nóng)民負(fù)擔(dān)大幅降低、強(qiáng)化農(nóng)業(yè)補(bǔ)貼制度、建立健全基礎(chǔ)體系四個(gè)方面。針對支農(nóng)資金結(jié)構(gòu)不夠合理,財(cái)政支農(nóng)政策領(lǐng)域分工尚未到位;地方財(cái)政配套難以落實(shí),財(cái)政支農(nóng)政策保障機(jī)制需要建立;資金使用效率有待提高,財(cái)政支農(nóng)政策作用沒有充分發(fā)揮;農(nóng)業(yè)發(fā)展重視程度不足,財(cái)政支農(nóng)政策理念亟待更新創(chuàng)新等一系列的突出問題,要積極借鑒國內(nèi)外財(cái)政支農(nóng)政策的成熟做法和成功經(jīng)驗(yàn),努力做到統(tǒng)籌布局、重點(diǎn)突破和長效施策。當(dāng)務(wù)之急是從四個(gè)方面綜合施策,一是完善財(cái)政支農(nóng)結(jié)構(gòu)體系,支持農(nóng)業(yè)基礎(chǔ)建設(shè);二是創(chuàng)建保障機(jī)制,建立資金管理制度;三是加大財(cái)政支農(nóng)資金補(bǔ)貼力度,提高財(cái)政支農(nóng)效率;四是革新支農(nóng)政策理念,引導(dǎo)農(nóng)民積極參與。
[Abstract]:Under the background that the central government has increased its efforts to support the development of urban and rural areas, it is of great practical significance and long-term strategic influence for Jilin Province to actively promote the policy of fiscal support for agriculture. In view of the current situation of promoting the fiscal policy of supporting agriculture in the process of overall urban and rural development in Jilin Province, a series of practical progress has been made in the current policy of supporting agriculture in Jilin Province. This is mainly manifested in the following four aspects: the sustained increase of agricultural input, the reduction of farmers' burden, the strengthening of agricultural subsidy system and the establishment and improvement of basic system. In view of the unreasonable structure of the fund for supporting agriculture, the division of labor in the field of fiscal support for agriculture has not yet been put into place; the local financial supporting system is difficult to implement, and the guarantee mechanism of the fiscal policy for supporting agriculture needs to be established; The role of fiscal policy in supporting agriculture has not been brought into full play, the degree of attention to agricultural development is insufficient, the concept of fiscal support for agriculture needs to be updated and innovated, and a series of outstanding problems, such as learning from the mature practices and successful experiences of domestic and foreign financial policies for supporting agriculture, should be actively used for reference. Strive to achieve overall layout, key breakthroughs and long-term effectiveness. The urgent task is to comprehensively implement measures from four aspects: first, to improve the financial support for agriculture structure system and to support agricultural infrastructure construction; second, to create a security mechanism and establish a fund management system; and third, to increase the intensity of financial subsidies for agricultural support. Improve the efficiency of financial support to agriculture; fourth, reform the concept of agricultural policy, guide farmers to participate actively.
