【摘要】：在這個(gè)知識(shí)經(jīng)濟(jì)的時(shí)代，經(jīng)濟(jì)的發(fā)展對(duì)于科技水平的依賴性逐漸增強(qiáng)。由于科技一定程度上的公共產(chǎn)品屬性，政府的作用顯得尤為重要。目前隨著新一輪公共財(cái)政體制的改革，財(cái)政科技支出對(duì)地區(qū)經(jīng)濟(jì)增長(zhǎng)的影響是效益原則的具體表現(xiàn)，也是評(píng)價(jià)國(guó)家財(cái)政政策對(duì)于科技發(fā)展效果好壞的準(zhǔn)則。因此，研究財(cái)政科技支出對(duì)經(jīng)濟(jì)增長(zhǎng)的影響，理論價(jià)值和實(shí)踐意義都很突出。尤其是對(duì)于地處西部云南省的財(cái)政科技支出對(duì)經(jīng)濟(jì)增長(zhǎng)的影響，有更加現(xiàn)實(shí)的意義。 文章分六部分來(lái)研究云南省財(cái)政科技支出規(guī)模與結(jié)構(gòu)對(duì)經(jīng)濟(jì)增長(zhǎng)的影響：第一章是導(dǎo)論部分，主要包括研究背景意義、國(guó)內(nèi)外文獻(xiàn)綜述和述評(píng)、文章的研究?jī)?nèi)容與技術(shù)路線；第二章是相關(guān)理論概述，分析了財(cái)政科技支出與經(jīng)濟(jì)增長(zhǎng)的相關(guān)理論；第三章和第四章采用計(jì)量、實(shí)證分析等方法研究了云南省財(cái)政科技支出的規(guī)模和結(jié)構(gòu)對(duì)云南省經(jīng)濟(jì)增長(zhǎng)的影響；第五章制約云南省財(cái)政科技支出對(duì)經(jīng)濟(jì)增長(zhǎng)的原因分析研究；第六章針對(duì)計(jì)量結(jié)果、實(shí)證結(jié)論和影響因素的分析提出了相關(guān)政策建議。 文章通過(guò)研究發(fā)現(xiàn)，云南省財(cái)政科技支出對(duì)于本地區(qū)經(jīng)濟(jì)增長(zhǎng)具有促進(jìn)作用。但目前來(lái)看財(cái)政科技支出規(guī)模沒(méi)有達(dá)到最優(yōu)規(guī)模的標(biāo)準(zhǔn)，，需要轉(zhuǎn)變政府觀念、建立完善的財(cái)稅體制、完善相關(guān)法律法規(guī)、健全預(yù)算管理制度保證財(cái)政支出規(guī)模穩(wěn)步增長(zhǎng)。另一方面，在財(cái)政科技支出結(jié)構(gòu)要加大基礎(chǔ)研究、科學(xué)普及和科技條件和服務(wù)的支出，保證財(cái)政科技支出在州市之間的平衡。規(guī)模是地方財(cái)政科技支出的物質(zhì)前提，起到保障作用。結(jié)構(gòu)合理分配是實(shí)現(xiàn)地方財(cái)政科技支出效益的實(shí)現(xiàn)路徑，也是科技轉(zhuǎn)化為生產(chǎn)力，推動(dòng)經(jīng)濟(jì)增長(zhǎng)的關(guān)鍵環(huán)節(jié)。兩者相互配合，使得財(cái)政科技支出發(fā)揮出最大效用，促進(jìn)云南省經(jīng)濟(jì)快速發(fā)展。
[Abstract]:In this era of knowledge economy, the dependence of economic development on the level of science and technology is gradually increasing. Due to the nature of public goods to a certain extent, the role of government is particularly important. At present, with the new round of public financial system reform, the impact of fiscal science and technology expenditure on regional economic growth is the concrete expression of the benefit principle, and is also the criterion to evaluate the effect of national fiscal policy on the development of science and technology. Therefore, the theoretical value and practical significance of studying the impact of fiscal science and technology expenditure on economic growth are very prominent. Especially, it has more realistic significance for the influence of fiscal science and technology expenditure on economic growth. The article is divided into six parts to study the impact of the scale and structure of financial science and technology expenditure on economic growth in Yunnan Province: the first chapter is the introduction, mainly including the research background significance, domestic and foreign literature review and review, the research content and technical route of the article; The second chapter is a summary of relevant theories, and analyzes the related theories of fiscal expenditure and economic growth. Empirical analysis and other methods to study the scale and structure of financial science and technology expenditure in Yunnan Province on the impact of economic growth; chapter five constraints Yunnan Province financial science and technology expenditure on economic growth analysis and research; chapter six is based on the measurement results. Empirical conclusions and analysis of influencing factors put forward relevant policy recommendations. This paper finds out that Yunnan's fiscal expenditure on science and technology has a positive effect on the regional economic growth. However, at present, the scale of fiscal science and technology expenditure has not reached the standard of optimal scale. It is necessary to change the concept of government, establish a perfect fiscal and taxation system, perfect relevant laws and regulations, and perfect the budget management system to ensure the steady growth of the scale of fiscal expenditure. On the other hand, we should increase basic research, scientific popularization and expenditure on scientific and technological conditions and services in the structure of fiscal expenditure on science and technology, so as to ensure the balance of fiscal expenditure on science and technology between the state and the city. The scale is the material premise of the local finance science and technology expenditure, plays the safeguard function. The rational distribution of structure is the way to realize the benefit of local fiscal expenditure on science and technology, and also the key link of transforming science and technology into productive forces and promoting economic growth. With the cooperation of the two, fiscal expenditure on science and technology plays the most important role and promotes the rapid economic development of Yunnan Province.
