【摘要】：從財政視角對城市規(guī)劃進行績效評價能夠判斷財政投入在城市規(guī)劃中的實際效用并引導財政資金的流向。本文將城市規(guī)劃實施虛擬為一個項目,從項目決策、實施和績效三個階段構建了基于財政視角的城市規(guī)劃績效評價指標體系,并以天津市濱海新區(qū)為例開展了實證研究。研究顯示,財政投入對濱海新區(qū)規(guī)劃的實施起著重要的推動作用。研究表明本文提出的評價方法具有較強實用性,能夠滿足城市規(guī)劃實施過程中財政投入績效評價的需求。
[Abstract]:The performance evaluation of urban planning from the perspective of finance can judge the actual utility of financial investment in urban planning and guide the flow of financial funds. In this paper, the implementation of urban planning virtual as a project, from the project decision-making, implementation and performance of the three stages of urban planning performance evaluation system based on the financial perspective, and Tianjin Binhai New area as an example to carry out an empirical study. The research shows that financial input plays an important role in the implementation of Binhai New area Planning. The research shows that the evaluation method proposed in this paper has strong practicability and can meet the needs of financial investment performance evaluation in the process of urban planning implementation.
