【摘要】：農(nóng)業(yè)是一國(guó)經(jīng)濟(jì)中的基礎(chǔ)產(chǎn)業(yè),也是弱勢(shì)產(chǎn)業(yè)。農(nóng)業(yè)發(fā)展的重要性和弱勢(shì)性,使得一國(guó)政府對(duì)農(nóng)業(yè)的支持政策成為了必然選擇。綜觀世界各國(guó),為了促進(jìn)本國(guó)的農(nóng)業(yè)發(fā)展都采取了在國(guó)際貿(mào)易允許范圍內(nèi)的保護(hù)政策。改革開放之后,我國(guó)也出臺(tái)了一系列保護(hù)我國(guó)農(nóng)業(yè)發(fā)展的財(cái)政政策。這些財(cái)政政策及財(cái)政資金對(duì)于我國(guó)農(nóng)業(yè)經(jīng)濟(jì)的發(fā)展起到了很大的促進(jìn)作用。 本文分析了我國(guó)財(cái)政農(nóng)業(yè)投入政策的歷史沿革,并針對(duì)目前我國(guó)財(cái)政農(nóng)業(yè)投入規(guī)模進(jìn)行研究,包括財(cái)政農(nóng)業(yè)投入的絕對(duì)規(guī)模和相對(duì)規(guī)模兩個(gè)方面。本文根據(jù)糧食供給狀況,將我國(guó)分為糧食主產(chǎn)區(qū)、主銷區(qū)、產(chǎn)銷平衡區(qū)三大區(qū)域,并分別研究財(cái)政農(nóng)業(yè)投入政策對(duì)各個(gè)區(qū)域的農(nóng)業(yè)經(jīng)濟(jì)總量、糧食產(chǎn)量以及農(nóng)民收入的影響程度。通過(guò)分析界定最優(yōu)財(cái)政農(nóng)業(yè)投入規(guī)模的方法,構(gòu)建最優(yōu)財(cái)政農(nóng)業(yè)投入規(guī)模模型,運(yùn)用柯布道格拉斯生產(chǎn)函數(shù)分別確定主產(chǎn)區(qū)、主銷區(qū)、產(chǎn)銷平衡區(qū)的最優(yōu)財(cái)政農(nóng)業(yè)投入規(guī)模。最后得出我國(guó)區(qū)域間農(nóng)業(yè)的財(cái)政投入規(guī)模差異顯著,三大區(qū)域農(nóng)業(yè)財(cái)政投入效果差異顯著,主產(chǎn)區(qū)及產(chǎn)銷平衡區(qū)農(nóng)業(yè)的財(cái)政投入規(guī)模需調(diào)整的結(jié)論,并針對(duì)目前我國(guó)財(cái)政農(nóng)業(yè)投入政策中的問(wèn)題提出相應(yīng)的解決對(duì)策。
[Abstract]:Agriculture is the basic and disadvantaged industry in a country's economy. The importance and weakness of agricultural development makes the government's policy of supporting agriculture a necessary choice. A comprehensive view of all countries in the world has adopted a protection policy in international trade in order to promote the development of the country's agriculture. After the reform and opening up, our country also A series of financial policies to protect the development of agriculture in China have been introduced. These financial policies and financial funds have played a great role in promoting the development of our agricultural economy.
This paper analyzes the historical evolution of China's fiscal and agricultural investment policy, and studies the scale of financial and agricultural input in China, including two aspects of the absolute scale and relative scale of the financial and agricultural input. According to the condition of grain supply, this paper divides China into three major regions, the main grain production areas, the main sales areas and the balance zone of production and marketing. Through the analysis and definition of the optimal financial agricultural input scale method, the optimal financial agricultural input scale model is constructed by analyzing and defining the optimal financial agricultural input scale. The main production areas, the main sales areas and the balance zone of production and marketing are determined by the Cobb Douglas production function. The final conclusion is that the difference of the financial input of the interregional agriculture is significant, the difference of the effect of agricultural financial input in the three major regions is significant, the financial input of agriculture in the main production and production and marketing balance areas should be adjusted, and the corresponding solutions are put forward to the problems in the current fiscal and agricultural investment policies of our country.
