【摘要】：預(yù)算的銜接性是預(yù)算研究中的重要問(wèn)題。本文首先對(duì)"四本預(yù)算"的目標(biāo)、定位和范圍進(jìn)行了梳理,分析了預(yù)算保持相互銜接的依據(jù),在此基礎(chǔ)上,以2015年中央財(cái)政預(yù)算報(bào)告為例,總結(jié)了現(xiàn)有政府預(yù)算體系下形成的五組銜接關(guān)系。目前在預(yù)算銜接性方面存在的問(wèn)題包括:政府性基金預(yù)算與其他預(yù)算銜接不明,國(guó)有資本經(jīng)營(yíng)收益多個(gè)"帳套"、預(yù)算支出重疊,社會(huì)保險(xiǎn)基金預(yù)算公開不足。相應(yīng)的改革思路在于進(jìn)一步清理規(guī)范政府性基金,擴(kuò)大國(guó)有資本經(jīng)營(yíng)預(yù)算的范圍并重新界定其支出,推進(jìn)社會(huì)保險(xiǎn)基金預(yù)算的編制工作。
[Abstract]:Budget convergence is an important issue in budget research. In this paper, the objectives, orientation and scope of the "four budgets" are firstly combed, and the basis of the budget linkage is analyzed. On this basis, the report of the central budget for 2015 is taken as an example. Summarized the existing government budget system under the formation of five groups of connections. At present, the problems of budget convergence include: the government fund budget is unclear with other budgets, the operating income of state-owned capital has many "accounting sets", the budget expenditure is overlapping, and the social insurance fund budget is not public enough. The corresponding reform train of thought lies in further cleaning up and standardizing government funds, expanding the scope of state-owned capital management budget and redefining its expenditure, and promoting the compilation of social insurance fund budget.
