【摘要】：太平天國運動興起以后,清政府因歲入銳減、支出劇增而遭遇嚴(yán)重的財政危機。作為全國財政運作重要組成部分的戶部銀庫,由此陷入庫儲殆盡、入不敷出的絕境。面對危局,清廷不得不應(yīng)急變通,一面暫棄京餉按冊酌撥的舊制,改為年前一體定額預(yù)撥以期保證實銀收入;一面下放軍餉籌撥權(quán)限借以息肩。此外,裁減俸餉、鑄造大錢、頒發(fā)票鈔、舉辦捐銅等補苴權(quán)宜之計漸次施行,勉力維持收支平衡。咸豐后期,戶部銀庫實銀收支均呈回升之勢,票鈔大錢所占比例逐漸下降。隨著內(nèi)外環(huán)境的巨大變化,清政府財政逐漸脫逸舊軌,戶部銀庫的實銀收支內(nèi)容與數(shù)量發(fā)生了一定程度的變化,其在全國財政運作與經(jīng)費調(diào)度中的重要性也大為下降。
[Abstract]:After the rise of the Taiping Heavenly Kingdom Movement, the Qing government suffered a serious financial crisis because of the sharp decline in revenue and the sharp increase in expenditure.As an important part of the national financial operation, the household treasury has fallen into a desperate situation.In the face of crisis, the Qing government had to adapt to the emergency, on the one hand, temporarily abandoned the old system of Beijing pay according to the book, and changed to an integrated quota pre-allocation before the year in order to ensure the real silver income; on the other hand, the Qing government had to transfer the power to pay salaries to relieve the burden.In addition, the temporary measures of reducing salaries and salaries, casting large amounts of money, issuing banknotes, holding donations of copper, etc., were implemented gradually to maintain a balance of income and expenditure.Xianfeng late, the bank account for real silver receipts and payments are rebounding trend, the proportion of large bills gradually decreased.With the great changes of the internal and external environment, the finance of the Qing government gradually deviated from the old track, and the contents and the quantity of the real silver revenue and expenditure of the household treasury changed to a certain extent, and its importance in the national financial operation and the fund scheduling also decreased greatly.
