【摘要】：近年來，江西省財政不斷加大教育投入，財政教育經(jīng)費(fèi)穩(wěn)步增長，特別是2010年第四次全國教育工作會議和2011年全省教育工作會議召開后，江西財政教育經(jīng)費(fèi)更是呈現(xiàn)了快速增長的趨勢。到2013年，江西省財政教育經(jīng)費(fèi)達(dá)到693.28億元，占全省生產(chǎn)總值的比重達(dá)到4.8%。在財政教育經(jīng)費(fèi)不斷加大的情況下，盡管對于巨大的教育資金需求來說，財政總量仍然需穩(wěn)步增長；但更為重要的是，，在現(xiàn)有財政教育經(jīng)費(fèi)的使用中，同時存在著支出結(jié)構(gòu)不合理、使用效益不高的情況。因此，研究分析財政教育經(jīng)費(fèi)績效問題就顯得尤為重要。 本文以江西財政教育經(jīng)費(fèi)績效為分析對象，按照“理論分析—現(xiàn)狀研究—案例分析—對策研究”的基本思路展開研究，設(shè)計了一套較適合欠發(fā)達(dá)地區(qū)財政教育經(jīng)費(fèi)績效評價指標(biāo)體系，從規(guī)模、結(jié)構(gòu)、社會等三個方面對江西財政教育經(jīng)費(fèi)的績效進(jìn)行了評價，分析了存在的問題；同時，對江西省南昌市高中教育財政經(jīng)費(fèi)進(jìn)行案例分析。嘗試從江西省財政教育經(jīng)費(fèi)存在的問題出發(fā)，針對性地提出政策建議。 全文分為六個部分。第一部分為緒論，包括研究背景與研究意義、研究思路與研究內(nèi)容、國內(nèi)外研究綜述、研究方法與創(chuàng)新之處。第二部分為財政教育經(jīng)費(fèi)管理的理論基礎(chǔ)，包括對公共財政理論、績效管理理論、教育機(jī)會均等理論的闡述。第三部分為江西省財政教育經(jīng)費(fèi)績效分析，包括江西財政教育經(jīng)費(fèi)基本情況介紹和績效評價指標(biāo)體系的構(gòu)建，及規(guī)模、結(jié)構(gòu)、社會績效三個方面的實(shí)證分析。第四部分為江西省南昌市高中教育財政經(jīng)費(fèi)案例分析。第五部分為提高江西財政教育經(jīng)費(fèi)績效的政策建議。第六部分為結(jié)論與展望。
[Abstract]:In recent years, Jiangxi Province has continuously increased its financial investment in education, and the financial expenditure on education has steadily increased, especially after the fourth National Education work Conference in 2010 and the Provincial Education work Conference in 2011.Jiangxi financial education funds are showing a rapid growth trend.By 2013, Jiangxi's financial education spending reached 69.328 billion yuan, accounting for 4.8 percent of the province's GDP.With the increasing financial expenditure on education, although the total amount of finance still needs to grow steadily for the huge demand for education funds, more importantly, in the use of the existing financial funds for education,At the same time, there is an unreasonable expenditure structure, use efficiency is not high.Therefore, it is particularly important to study and analyze the performance of financial education funds.In this paper, the performance of Jiangxi financial education funds is taken as the analysis object, and the research is carried out according to the basic ideas of "theoretical analysis-current situation study-case study-countermeasure study".This paper designs a set of performance evaluation index system for financial education funds in less developed areas, evaluates the performance of Jiangxi financial education funds from three aspects, such as scale, structure and society, and analyzes the existing problems.A case study on the financial funds of high school education in Nanchang City, Jiangxi Province.This paper tries to put forward some policy suggestions based on the problems existing in the financial education funds of Jiangxi Province.The full text is divided into six parts.The first part is the introduction, including the research background and significance, research ideas and research content, domestic and foreign research review, research methods and innovations.The second part is the theoretical basis of financial education funds management, including the public finance theory, performance management theory, education equal opportunity theory.The third part is the performance analysis of Jiangxi financial education funds, including the introduction of Jiangxi financial education funds and the construction of performance evaluation index system, as well as the scale, structure, social performance of three aspects of empirical analysis.The fourth part is the case study of the financial funds of high school education in Nanchang City, Jiangxi Province.The fifth part is to improve the performance of Jiangxi financial education funds policy recommendations.The sixth part is the conclusion and prospect.
