【摘要】：博弈分析的基礎(chǔ)理論,有利于分析招投標(biāo)市場各方主體的自利動機和理性預(yù)期,推論出選擇圍標(biāo)串標(biāo)是現(xiàn)有體制下理性行動的必然結(jié)果,分析個體行為模式和制度變遷發(fā)展之間的相關(guān)關(guān)系。由此,我們不僅需要完善招投標(biāo)操作層面的制度規(guī)范,更需要關(guān)注和研究公共采購招標(biāo)人行為失范的深層次原因,通過公共采購制度的設(shè)計創(chuàng)新,解決招標(biāo)人規(guī)范化執(zhí)行招投標(biāo)制度內(nèi)在動力不足的問題,提出有效治理腐敗和規(guī)范招標(biāo)投標(biāo)市場秩序的方案和措施。
[Abstract]:The basic theory of game analysis is helpful to analyze the self-interest motive and rational expectation of the parties in the bidding market. It is inferred that the selection of the standard string is the inevitable result of rational action under the existing system.This paper analyzes the correlation between individual behavior pattern and institutional change and development.As a result, we not only need to improve the system of bidding operation level, but also need to pay attention to and study the deep-seated causes of public procurement tenderers' misconduct, and innovate through the design of public procurement system.In order to solve the problem that the tenderee carries out the bidding system in a standardized way, the author puts forward the scheme and measures to effectively control corruption and standardize the order of bidding and bidding market.
