【摘要】：利用DEA模型,以公共就業(yè)規(guī)模和政府支出規(guī)模作為投入指標(biāo),對(duì)五大發(fā)展理念政府績(jī)效下中國(guó)2009—2013年30個(gè)省級(jí)地方政府規(guī)模效率(綜合技術(shù)效率、純技術(shù)效率、規(guī)模效率)進(jìn)行測(cè)度;并利用Malmquist指數(shù)計(jì)算各省級(jí)政府規(guī)模整體效率的變化情況。結(jié)果表明,我國(guó)大多省份的政府規(guī)模綜合技術(shù)效率存在一定的提升空間,東部和西部地區(qū)技術(shù)無(wú)效率主要受到規(guī)模效率的影響,中部地區(qū)技術(shù)無(wú)效來(lái)源于純技術(shù)效率無(wú)效;絕大多數(shù)省份政府規(guī)模的全要素生產(chǎn)率受到技術(shù)退步的影響,處于負(fù)增長(zhǎng)狀態(tài)。
[Abstract]:By using DEA model, taking the scale of public employment and the scale of government expenditure as input index, the scale efficiency (comprehensive technical efficiency, pure technical efficiency) of 30 provincial local governments (comprehensive technical efficiency, pure technical efficiency) in China from 2009 to 2013 is analyzed.Malmquist index is used to calculate the change of overall scale efficiency of provincial government.The results show that there is some room for improvement of government scale comprehensive technical efficiency in most provinces of our country. The technical inefficiency in eastern and western regions is mainly affected by scale efficiency, and the technical inefficiency in central region comes from pure technical efficiency.The total factor productivity of the government scale of most provinces is affected by technological retrogression and is in a negative growth state.
