【摘要】：2008年世界金融危機，全球經(jīng)濟進入下滑階段，，各國的經(jīng)濟和產(chǎn)業(yè)體制面臨著嚴重的考驗。在金融危機的影響下，將發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)作為重點提上日程，已經(jīng)是世界各國家尋求經(jīng)濟危機的出口和提升本國綜合國力的主要措施。危機過后，各國紛紛做出調(diào)整經(jīng)濟結構的舉措，希望通過發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)來幫助國家走出困境。 戰(zhàn)略性新興產(chǎn)業(yè)是指以廣闊的市場需求以及重要的技術創(chuàng)新為基礎的產(chǎn)業(yè)，該產(chǎn)業(yè)的發(fā)展對經(jīng)濟社會的整體和長遠發(fā)展具有重要的引領作用，物質(zhì)資源消耗低、知識和技術密集，擁有很好的發(fā)展前景和未來收益。大力發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)，不僅能夠解決當前資源匱乏、環(huán)境污染等矛盾，也是提高國家的綜合競爭力以及國際地位的重要因素之一。 論文通過文獻分析法、實證分析法與比較分析法對戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展進行研究，通過對戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展中的特點及規(guī)律以及對凱恩斯主義、市場失靈等經(jīng)濟學理論在戰(zhàn)略性新興產(chǎn)業(yè)中表現(xiàn)形式的分析，為我國戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展提供了一定的理論依據(jù)。同時，通過對戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展現(xiàn)狀的研究，指出該產(chǎn)業(yè)在發(fā)展中存在的不足，并結合計量模型進行回歸檢驗以及吸取美國、德國、芬蘭等國家發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的財政政策的經(jīng)驗，為我國發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)提出相應的政策建議。
[Abstract]:With the world financial crisis in 2008, the global economy has entered a stage of decline, and the economic and industrial systems of various countries are facing a serious test.Under the influence of the financial crisis, it is the main measure for countries in the world to seek the export of economic crisis and to enhance their comprehensive national strength by putting the development of strategic emerging industries on the agenda.In the wake of the crisis, countries have taken steps to restructure their economies, hoping to help the country out of its predicament by developing strategic emerging industries.Strategic emerging industry is an industry based on broad market demand and important technological innovation. The development of this industry plays an important leading role in the overall and long-term development of economy and society, and the consumption of material resources is low.Knowledge and technology intensive, with good prospects for development and future benefits.The development of strategic emerging industries can not only solve the problems of resource scarcity and environmental pollution, but also is one of the important factors to improve the comprehensive competitiveness of the country and its international status.This paper studies the development of strategic emerging industries through literature analysis, empirical analysis and comparative analysis, through the characteristics and laws of the development of strategic emerging industries, as well as Keynesianism.The analysis of the manifestation of market failure and other economic theories in strategic emerging industries provides a certain theoretical basis for the development of strategic emerging industries in China.At the same time, through the research on the present situation of the strategic emerging industry, the paper points out the deficiency of the industry, and combines the measurement model to carry on the regression test and draw on the United States and Germany.The fiscal policy experience of developing strategic emerging industries in Finland and other countries provides corresponding policy suggestions for the development of strategic emerging industries in China.
