【摘要】：科技計(jì)劃和科技財(cái)政資金是科技創(chuàng)新的必要保障,在支持開展科學(xué)研究、推動(dòng)科技進(jìn)步、引導(dǎo)社會(huì)資金投入等方面起到保障和積極推動(dòng)作用。當(dāng)前,湖南省科技財(cái)政投入呈現(xiàn)不斷增長(zhǎng)態(tài)勢(shì),科技計(jì)劃和資金管理不斷改進(jìn),為湖南省的科技事業(yè)發(fā)展提供了有力支撐。黨的十八屆三中全會(huì)指出,通過(guò)深化改革,進(jìn)一步改進(jìn)和加強(qiáng)科技計(jì)劃管理,加快建立適應(yīng)科技創(chuàng)新規(guī)律、統(tǒng)籌協(xié)調(diào)、職責(zé)清晰、科學(xué)規(guī)范、公開透明、監(jiān)督有力的科研項(xiàng)目和資金管理機(jī)制,提高科技財(cái)政資金效益是深化科技體制改革的必然要求,事關(guān)科技事業(yè)發(fā)展的全局,因此,完善湖南省級(jí)科技財(cái)政投入第三方監(jiān)督機(jī)制,是一個(gè)兼具理論意義和現(xiàn)實(shí)意義的議題。在廣泛總結(jié)和分析前人研究的基礎(chǔ)之上,本文共花費(fèi)兩年時(shí)間,對(duì)湖南省級(jí)科技財(cái)政投入第三方監(jiān)督機(jī)制進(jìn)行了較為深入的研究,在全面、充分地把握湖南省的第三方監(jiān)督現(xiàn)狀基礎(chǔ)之上,梳理和總結(jié)國(guó)內(nèi)外先進(jìn)經(jīng)驗(yàn),對(duì)如何創(chuàng)新科技財(cái)政投入第三方監(jiān)督機(jī)制的問(wèn)題進(jìn)行了理性思考與概括,提出建立第三方監(jiān)督的過(guò)程控制機(jī)制、規(guī)范第三方監(jiān)督的審計(jì)監(jiān)督機(jī)制、完善第三方監(jiān)督的風(fēng)險(xiǎn)預(yù)警機(jī)制、完善第三方監(jiān)督的激勵(lì)約束機(jī)制、創(chuàng)新第三方監(jiān)督的績(jī)效評(píng)估機(jī)制以及健全第三方監(jiān)督的責(zé)任追究機(jī)制等對(duì)策建議。
[Abstract]:The plan of science and technology and science and technology financial capital is a necessary guarantee of technological innovation, to carry out scientific research in support, promote scientific and technological progress, to guide social capital investment has played a positive role in promoting and protection. At present, Hunan province science and technology financial investment has continued growth, continuous improvement of science and technology plan and fund management, and provided strong support for Hunan province the development of science and technology. The party's the third Plenary Session of the 18th CPC Central Committee pointed out that through the deepening of reform, further improve and strengthen the management of science and technology program, speed up technological innovation to adapt to the law, coordination, clear responsibilities, scientific and standardized, transparent, and powerful supervision research project funds management mechanism, improve the efficiency of science and technology financial capital is the inevitable request to deepen the reform of science and technology overall, related to the development of science and technology, therefore, improve the Hunan provincial science and technology finance third party supervision mechanism, is a Both theoretical and practical significance of the issue. Based on the extensive analysis and summary of previous studies, this paper has spent two years on the Hunan provincial science and technology finance third party supervision mechanism were studied deeply in a comprehensive, fully grasp on Hunan Province, the third party supervision status quo basis, combing and summarizing advanced experience, innovation and technology on how to finance third party supervision mechanism of rational thinking and the summary, proposed the establishment process of the third party supervision and control mechanism, mechanism of audit supervision standard third party supervision, improve risk warning mechanism of third party supervision, improve the incentive and restraint mechanism of the third party supervision, innovation of third party supervision the performance evaluation mechanism and perfecting the third party supervision accountability mechanism and countermeasures.
