【摘要】：政府財(cái)政支持是城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度得以存在和發(fā)展的重要物質(zhì)基礎(chǔ)。自全國(guó)統(tǒng)一的城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度建立以來,在中央城鄉(xiāng)居民養(yǎng)老保險(xiǎn)財(cái)政補(bǔ)貼政策框架的指導(dǎo)下,全國(guó)各地根據(jù)自身的實(shí)際情況,相繼頒布了本地的城鄉(xiāng)居民養(yǎng)老保險(xiǎn)財(cái)政補(bǔ)貼政策,這一政策的實(shí)施,不僅為城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度發(fā)展提供了資金支持,更重要的是它發(fā)揮了激勵(lì)和引導(dǎo)作用,提高了城鄉(xiāng)居民參保繳費(fèi)的積極性。但囿于我國(guó)現(xiàn)有體制、機(jī)制以及區(qū)域間經(jīng)濟(jì)發(fā)展水平差異,這一補(bǔ)貼政策面臨著一些困境亟待解決。筆者以我國(guó)城鄉(xiāng)居民養(yǎng)老保險(xiǎn)財(cái)政補(bǔ)貼政策為基礎(chǔ),梳理了中央及全國(guó)各級(jí)財(cái)政對(duì)城鄉(xiāng)居民養(yǎng)老保險(xiǎn)補(bǔ)貼的基本情況,分析了該政策面臨的不公平、激勵(lì)性不足、補(bǔ)貼水平低和責(zé)任分擔(dān)失衡四大困境,并提出了相應(yīng)的破解之道。
[Abstract]:Government financial support is an important material basis for the existence and development of the old-age insurance system for urban and rural residents. Since the establishment of the unified basic old-age insurance system for urban and rural residents throughout the country, Under the guidance of the policy framework of the central government's financial subsidy policy for urban and rural residents' endowment insurance, according to their own actual conditions, various parts of the country have promulgated one after another the local financial subsidy policy for urban and rural residents' old-age insurance, which has been implemented. It not only provides financial support for the development of urban and rural residents' endowment insurance system, but also plays an important role in encouraging and guiding urban and rural residents to participate in the payment of insurance fees. The mechanism and the level of regional economic development are different. This subsidy policy is faced with some difficulties to be solved urgently. The author bases on the financial subsidy policy of urban and rural residents' endowment insurance. This paper combs the basic situation of central and national finance's subsidy to urban and rural residents' old-age insurance, analyzes the four predicaments that this policy is facing, such as unfairness, lack of encouragement, low subsidy level and imbalance of responsibility sharing, and puts forward corresponding ways to solve the problem.
