【摘要】：隨著經(jīng)濟(jì)結(jié)構(gòu)的變遷與社會(huì)文化的日益發(fā)展,西方財(cái)政理論在轉(zhuǎn)型期的中國已經(jīng)逐步喪失其現(xiàn)實(shí)解釋力。本文在分析西方財(cái)政理論現(xiàn)實(shí)困境的基礎(chǔ)上,立足于新中國主要財(cái)政基礎(chǔ)理論的發(fā)展變化以及現(xiàn)代財(cái)政制度與我國傳統(tǒng)財(cái)政理論一脈相承、不斷演進(jìn)的關(guān)系,明確了新時(shí)期財(cái)政作為國家治理的基礎(chǔ)和重要支柱,在政府、市場(chǎng)與社會(huì)等多維治理主體中的主要職責(zé),并在政府-市場(chǎng)-社會(huì)三維立體分析框架內(nèi)進(jìn)一步明確了基于推進(jìn)國家治理體系和治理能力現(xiàn)代化的現(xiàn)代財(cái)政定位與重構(gòu),即以"平等共治、法治包容、持續(xù)共贏"為基本理念與核心要義的"多中心、多層次、多主體"的現(xiàn)代財(cái)政。
[Abstract]:With the vicissitude of economic structure and the development of social culture, the western financial theory has gradually lost its realistic explanatory power in the transitional period of China. Based on the development and changes of the main basic theories of finance in New China and the relationship between the modern financial system and the traditional financial theory of our country, and the evolving relationship, it is clear that finance in the new period is the foundation and important pillar of national governance. The main responsibilities of the multi-dimensional governance subjects, such as market and society, are further clarified in the framework of the three-dimensional analysis of the government, market and society, and the modern financial positioning and reconstruction based on the modernization of the national governance system and governance capacity are further clarified. That is, "multi-center, multi-level, multi-subject" modern finance with "equal co-governance, inclusive rule of law, sustainable win-win" as the basic concept and core meaning of "multi-center, multi-level, multi-subject".
