【摘要】：正隨著國家對"三農(nóng)"資金投入的大幅度增加,加強(qiáng)縣鄉(xiāng)財(cái)政資金的監(jiān)管工作,充分發(fā)揮縣鄉(xiāng)基層財(cái)政監(jiān)督職能,建立健全鄉(xiāng)鎮(zhèn)基層財(cái)政監(jiān)管工作機(jī)制顯得越來越重要。新疆阿勒泰地區(qū)轄六縣一市,55個(gè)鄉(xiāng)鎮(zhèn)財(cái)政所服務(wù)于各鄉(xiāng)鎮(zhèn)32萬農(nóng)牧民。2014年鄉(xiāng)鎮(zhèn)公共財(cái)政預(yù)算支出達(dá)23.45億元,其中,涉農(nóng)補(bǔ)貼類專項(xiàng)資金4.3億元,涉農(nóng)項(xiàng)目類專項(xiàng)資金9.1億元。鄉(xiāng)鎮(zhèn)公共財(cái)政預(yù)算支出占全地區(qū)公共財(cái)政預(yù)算支出的24.98%。全地區(qū)從事鄉(xiāng)鎮(zhèn)財(cái)政工作的干部有335人,其中,參照公務(wù)員管理17人,事業(yè)編制296人,
[Abstract]:With the substantial increase in the state's investment in agriculture, rural areas and farmers, we are strengthening the supervision of county and township financial funds and giving full play to the functions of financial supervision at the county and township grass-roots level. It is becoming more and more important to establish and improve the mechanism of financial supervision at the grass-roots level in townships. Xinjiang Altay region has jurisdiction over six counties and one city, and 55 township finance institutes serve 320,000 farmers and herdsmen in various townships. In 2014, the township public budget expenditure reached two billion three hundred and forty-five million yuan, of which, The special fund for agricultural subsidies is 430 million yuan, and the special fund for agricultural projects is 910 million yuan. The township public finance budget expenditure accounts for 24.98% of the total public financial budget expenditure in the whole region.
