【摘要】：貧困問題是人類長期探索并要最終解決的一大難題。中國人口數(shù)量多,貧困占比較大,且致貧因素多樣。而擁有兩大連片特困地區(qū)的山西省,作為全國GDP排名居后的省份,人民生活水平普遍不高,貧困度之深,貧困面之廣,是我國實現(xiàn)消除貧困的重中之重。面對貧困,世界各國都在努力探索,希望尋得一個高效實用的解決辦法。各國學(xué)者從不同層面對貧困進(jìn)行了詳細(xì)地探索與研究,我國學(xué)者研究重點(diǎn)則側(cè)重定性分析貧困,卻沒有對反貧困問題進(jìn)行深入研究。以往對于山西貧困研究多從貧困產(chǎn)生角度分析,缺乏相應(yīng)對策研究,而本文創(chuàng)新之處在于立足財政角度,采取定性分析與定量分析相結(jié)合方法從對提高山西省貧困居民收入角度進(jìn)行分析,多層次探索山西省致貧因素,有針對性構(gòu)建模型分析,提出進(jìn)一步消除貧困的財政政策措施。本文首先通過大量國內(nèi)外相關(guān)資料文獻(xiàn)的整理,并依據(jù)財政扶貧理論,實際調(diào)查山西省財政收支數(shù)據(jù),從山西省整體致貧因素對居民生活水平影響所造成的貧困進(jìn)行了定性與定量分析。其次針對相關(guān)致貧因素,運(yùn)用2006-2015年的山西省財政支出數(shù)據(jù)基于居民收入角度對致貧因素進(jìn)行了定量分析,從山西省整體財政支出角度選擇針對性的支出數(shù)據(jù):一般公共服務(wù)、自然環(huán)境、教育科學(xué)文化、醫(yī)療衛(wèi)生、社會保障五方面對山西省居民生活水平的現(xiàn)狀影響進(jìn)行了詳細(xì)統(tǒng)計描述與分析。最后結(jié)合山西省致貧因素,與當(dāng)?shù)厣鐣h(huán)境、經(jīng)濟(jì)、文化多方面情況提出針對性的財政政策,意在通過選擇合適扶貧模式、完善財政扶貧機(jī)制、優(yōu)化財政支出結(jié)構(gòu)、加強(qiáng)財政扶貧管理以實現(xiàn)山西省精準(zhǔn)扶貧。
[Abstract]:The problem of poverty is a major problem that human beings have been exploring for a long time and need to be finally solved. China has a large population, a large proportion of poverty, and a variety of factors leading to poverty. Shanxi Province, which has two major special hardship areas, is the province behind the GDP ranking in the country. The general low standard of living of the people, the depth of poverty and the wide range of poverty are the top priorities of our country in achieving the eradication of poverty. In the face of poverty, all countries in the world are making efforts to explore. In the hope of finding an efficient and practical solution, scholars from various countries have made detailed exploration and research on poverty from different levels, while Chinese scholars have focused on qualitative analysis of poverty. However, there is no in-depth study on the anti-poverty problem. In the past, the research on poverty in Shanxi Province was mostly analyzed from the perspective of poverty, lacking of corresponding countermeasures, but the innovation of this paper is based on the financial angle. From the perspective of raising the income of poor residents in Shanxi Province, this paper combines qualitative analysis with quantitative analysis, probes into the causes of poverty in Shanxi Province at different levels, and constructs a model for analysis. In this paper, first of all, through the collation of a large number of domestic and foreign relevant materials and literature, and based on the theory of financial poverty alleviation, the actual investigation of Shanxi fiscal revenue and expenditure data, This paper makes qualitative and quantitative analysis on the poverty caused by the influence of the overall poverty factors on the living standard of the residents in Shanxi Province. By using the fiscal expenditure data of Shanxi Province from 2006 to 2015, this paper makes a quantitative analysis of the factors leading to poverty from the perspective of residents' income, and selects the relevant expenditure data from the perspective of the overall fiscal expenditure of Shanxi Province: general public service, natural environment, education, science and culture. Five aspects of medical and health care and social security are described and analyzed in detail on the current situation of the living standards of residents in Shanxi Province. Finally, combined with the factors leading to poverty in Shanxi Province, and the local society, environment and economy, The aim of this paper is to select a suitable poverty alleviation model, perfect the mechanism of financial poverty alleviation, optimize the structure of financial expenditure, and strengthen the management of financial poverty alleviation in order to achieve accurate poverty alleviation in Shanxi Province.
