【摘要】：現(xiàn)代儲(chǔ)蓄理論由于其關(guān)注的儲(chǔ)蓄主體是私人部門(mén),其存在兩個(gè)基本假設(shè):其一,儲(chǔ)蓄決策人和受益人一致;其二,儲(chǔ)蓄受到個(gè)人一生理性收入預(yù)期的約束。但政府儲(chǔ)蓄作為公共儲(chǔ)蓄,儲(chǔ)蓄決策人和受益人并不一致,這就提供了美國(guó)政府?dāng)U大長(zhǎng)期財(cái)政赤字,降低政府儲(chǔ)蓄率的動(dòng)機(jī)。不僅如此,美元霸權(quán)的存在使得美國(guó)財(cái)政突破了本國(guó)財(cái)政的約束,可以使全球資金為美國(guó)長(zhǎng)期所用,這使得美國(guó)政府儲(chǔ)蓄率降低從動(dòng)機(jī)層面變?yōu)楝F(xiàn)實(shí)中的可能。
[Abstract]:The modern theory of savings interest due to their savings is the main private sector, there are two basic assumptions: first, consistent savings decisions and the beneficiary; second, personal savings are constrained rational income expectations. But life savings of the government as a public savings, savings decisions and the beneficiary is not consistent, this provides the U.S. government expand the long-term fiscal deficit, reduce government savings motives. Moreover, existence of dollar hegemony makes American financial breakthrough their fiscal constraints, can be used for the long-term global capital, which allowed the U.S. government to reduce the rate of savings from the motivation level possible into reality.
