【摘要】：2007年亞洲發(fā)展銀行(ADB)正式提出了“包容性增長”理念,致力于解決亞洲國家在經(jīng)濟(jì)增長的同時(shí)產(chǎn)生的種種社會問題,該理念具有廣泛的理論內(nèi)涵與深刻的現(xiàn)實(shí)意義。我國作為一個(gè)發(fā)展中的大國,連續(xù)多年的高速經(jīng)濟(jì)增長引起世界矚目,但同時(shí)我國在就業(yè)、基礎(chǔ)教育、衛(wèi)生醫(yī)療、養(yǎng)老等民生領(lǐng)域存在非均衡發(fā)展的問題,威脅著社會穩(wěn)定與可持續(xù)發(fā)展。這種非均衡發(fā)展?fàn)顩r的產(chǎn)生與我國多年來將財(cái)政政策的重點(diǎn)放在促經(jīng)濟(jì)增長上,而忽略民生事業(yè)發(fā)展不無關(guān)系。運(yùn)用“包容性增長”理念指導(dǎo)我國的財(cái)政政策機(jī)制設(shè)計(jì),能夠解決我國社會發(fā)展中的“非包容性”問題,從而達(dá)到經(jīng)濟(jì)增長與民生發(fā)展相均衡的“包容性增長”結(jié)果。 基于這樣的背景,本文在對“包容性增長”理念進(jìn)行中西方思想溯源的基礎(chǔ)上,對“包容性增長”理念的目標(biāo)和關(guān)鍵要素進(jìn)行了深入探討,并對我國增長的“包容性”程度進(jìn)行了測度,揭示出我國社會發(fā)展中存在的“非包容性”問題；并針對這些問題,設(shè)計(jì)了“包容性財(cái)政政策”機(jī)制,提出了“包容性財(cái)政政策”的路徑選擇。 本文在結(jié)構(gòu)安排上共分為七章： 第一章,導(dǎo)論。簡要闡述本文的研究背景、研究意義、研究對象界定和研究方法等,并介紹本文的研究思路、創(chuàng)新點(diǎn)與難點(diǎn)。 第二章,相關(guān)理論綜述。該部分介紹“包容性增長”理論思想、財(cái)政政策與民生發(fā)展關(guān)系研究的相關(guān)理論,涉及“包容性增長”的理論概述,中西方“包容性”經(jīng)濟(jì)思想,財(cái)政政策與民生發(fā)展關(guān)系的文獻(xiàn)綜述。 第三章,“包容性增長”的定義、關(guān)鍵要素與測度思想。該部分主要對本文“包容性增長”概念做一理論內(nèi)涵的界定,在該定義下,構(gòu)建“包容性增長”的關(guān)鍵要素框架,并提出“包容性增長”的測度思想與方法,以對后文中“包容性增長”的測度提供理論支撐。 第四章,對中國“包容性增長”的測度。該部分在前文構(gòu)建的“包容性增長”關(guān)鍵要素框架下,分別計(jì)算中國就業(yè)、基礎(chǔ)教育、醫(yī)療衛(wèi)生和養(yǎng)老的可得機(jī)會,利用社會機(jī)會函數(shù)的思想,模擬構(gòu)建各個(gè)領(lǐng)域的社會機(jī)會函數(shù),再通過計(jì)算機(jī)會指數(shù)和機(jī)會包容指數(shù),判斷各個(gè)領(lǐng)域的“包容性”程度。 第五章,中國發(fā)展中存在的“非包容性”問題。在上一章實(shí)證分析結(jié)果的基礎(chǔ)上,對我國就業(yè)、基礎(chǔ)教育、衛(wèi)生醫(yī)療和養(yǎng)老領(lǐng)域存在的“非包容性”問題進(jìn)行統(tǒng)計(jì)分析與規(guī)范分析,為下文“包容性財(cái)政政策機(jī)制”的設(shè)計(jì)提供相應(yīng)的現(xiàn)實(shí)基礎(chǔ)。 第六章,“包容性財(cái)政政策”機(jī)制設(shè)計(jì)。在“包容性增長”思想的框架下,定義“包容性財(cái)政政策”的內(nèi)涵與目標(biāo)模式,綜合前文對我國增長的“包容性”測度與發(fā)展中的“非包容性”問題,做出具有針對性的“包容性財(cái)政政策”路徑設(shè)計(jì)與選擇。 第七章,結(jié)論與展望。綜合全文闡述的內(nèi)容,總結(jié)本文的一些主要結(jié)論,并對本研究相關(guān)的問題進(jìn)行未來的研究展望。 本論文以理論分析為起點(diǎn),通過建立理論模型進(jìn)行實(shí)證分析,并輔之以統(tǒng)計(jì)分析和規(guī)范分析,對“包容性增長”理念與“包容性財(cái)政政策”機(jī)制設(shè)計(jì)進(jìn)行了深入研究,提出了可推動我國經(jīng)濟(jì)與民生事業(yè)均衡發(fā)展的“包容性財(cái)政政策”路徑選擇。
[Abstract]:The Asian Development Bank (ADB) 2007 formally put forward the concept of "inclusive growth", is committed to solve the social problems of Asian countries at the same time in economic growth, has extensive theoretical connotation and profound practical significance. The idea of China as a large developing country, consecutive years of rapid economic growth caused by the world attention, but at the same time our country in employment, basic education, health care, there is the problem of non balanced development of pension and other livelihood areas, threatening the social stability and sustainable development. The unbalanced development of our country for many years and will be the focus of fiscal policy in promoting economic growth, while ignoring the people's livelihood are not unrelated the development of fiscal policy. The mechanism design using the concept of "inclusive growth" guidance of our country, to solve China's social development in the "non inclusive", so as to achieve economic growth and The result of the "inclusive growth" in the balanced development of the people's livelihood.
Based on this background, in this paper the concept of "inclusive growth" in the foundation of Western Thought on the objectives and key elements of the concept of "inclusive growth" are discussed, and the growth of our country's "inclusive" measure, reveals the social development of our country exists in the "non inclusive" the problem; and to solve these problems, the design of "inclusive financial policy" mechanism, put forward the "path choice of inclusive financial policy".
This article is divided into seven chapters in the structure arrangement.
The first chapter is introduction. It briefly describes the research background, research significance, research object definition and research methods, and introduces the research train of thought, innovation and difficulties.
The second chapter, a summary of related theory. This part introduces "inclusive growth" theory, theory of fiscal policy and the relationship between the development of people's livelihood, relates to the summary of the theory of "inclusive growth", "inclusive" in western economic thought, the literature review of fiscal policy and the development of people's livelihood relationship.
The third chapter, the definition of "inclusive growth", the key elements and measure thoughts. This part of the thesis "inclusive growth" concept to define the connotation of the theory, according to the definition, construction of "key frame" inclusive growth ", and put forward the measure of the ideas and methods of inclusive growth, to the in the" inclusive growth "measures to provide theoretical support.
The fourth chapter, the China measure of "inclusive growth". This part constructed the "inclusive growth" key elements were calculated under the framework of China employment, basic education, health care and pension can have the opportunity to use social opportunities function, social opportunities in various fields to construct simulation function by computer index and opportunities in all areas of tolerance index, determine the "inclusive".
The fifth chapter, China existing in the development of "non inclusive".
