【摘要】：為完善開放型經(jīng)濟體系,我國支持企業(yè)創(chuàng)新的財稅政策應(yīng)逐步與國際規(guī)則接軌。公共財政支持企業(yè)技術(shù)創(chuàng)新并不與國際相關(guān)規(guī)則沖突,但應(yīng)聚焦于"市場失靈"領(lǐng)域,即重點支持中小企業(yè)創(chuàng)新、企業(yè)競爭前研發(fā)活動和產(chǎn)學(xué)研合作;應(yīng)優(yōu)化支持方式,發(fā)揮社會組織在支持企業(yè)創(chuàng)新中的重要作用,更多地采用間接性、市場化支持方式,同時體現(xiàn)法制化和非歧視性原則。
[Abstract]:In order to improve the open economic system, fiscal and taxation policy to support enterprise innovation should be gradually in line with international rules. The public financial support of enterprise technology innovation is not with the international rules of the conflict, but should focus on the fields of "market failure", which focus on supporting small and medium enterprise innovation, enterprise competition before the R & D activities and cooperation; we should optimize the support the way, the role of social organizations in support of an important role in the innovation of enterprises, adopt more indirect, market support, but also legal and non discrimination principle.
