【摘要】：基礎(chǔ)教育是教育體系的基石，它的發(fā)展水平關(guān)系到社會(huì)進(jìn)步和民生改善，，影響著居民的整體素質(zhì)。近年來(lái)各級(jí)政府都很重視對(duì)基礎(chǔ)教育的投入，基礎(chǔ)教育水平在質(zhì)和量上都取得了快速的發(fā)展。作為經(jīng)濟(jì)前沿的廣東在基礎(chǔ)教育的發(fā)展上也取得了矚目的成就。但同時(shí)廣東也面臨基礎(chǔ)教育資金短缺、教育發(fā)展不平衡以及結(jié)構(gòu)不合理的困境。在此情況下，對(duì)廣東基礎(chǔ)教育財(cái)政支出績(jī)效情況進(jìn)行全面、客觀的評(píng)價(jià)，對(duì)于發(fā)揮有限財(cái)政資金的最大效用具有重要意義。 本文以提高廣東基礎(chǔ)教育財(cái)政支出績(jī)效為研究目標(biāo)，分為五部分進(jìn)行闡述：第一部分介紹研究背景、選題意義以及國(guó)內(nèi)外基礎(chǔ)教育財(cái)政支出績(jī)效評(píng)價(jià)研究現(xiàn)狀。第二部分對(duì)基礎(chǔ)教育財(cái)政支出績(jī)效評(píng)價(jià)的相關(guān)概念進(jìn)行界定，介紹研究所依理論基礎(chǔ)。第三部分闡述基礎(chǔ)教育財(cái)政支出績(jī)效評(píng)價(jià)體系要素，確定評(píng)價(jià)方法，構(gòu)建基礎(chǔ)教育財(cái)政支出績(jī)效評(píng)價(jià)指標(biāo)體系。第四部分依據(jù)基礎(chǔ)教育財(cái)政支出績(jī)效評(píng)價(jià)指標(biāo)體系對(duì)廣東基礎(chǔ)教育財(cái)政支出績(jī)效進(jìn)行實(shí)證分析。第五部分，分析影響廣東基礎(chǔ)教育財(cái)政支出績(jī)效提升的原因并針對(duì)性地提出優(yōu)化建議。
[Abstract]:Basic education is the cornerstone of the education system, its development level relates to social progress and livelihood improvement, and affects the overall quality of residents. In recent years, governments at all levels have attached great importance to the investment in basic education. The level of basic education has made rapid progress in both quality and quantity. Guangdong, as an economic frontier, has also made remarkable achievements in the development of basic education. At the same time, Guangdong is also facing a shortage of funds for basic education. In this case, the comprehensive and objective evaluation of the performance of the basic education expenditure in Guangdong is of great significance to the maximum utility of the limited financial funds. This paper aims to improve the performance of basic education expenditure in Guangdong Province, and it is divided into five parts: the first part introduces the background of the research. The significance of the topic and the domestic and foreign basic education financial expenditure performance evaluation status quo. The second part of the basic education financial expenditure performance evaluation related concepts are defined. The third part expounds the elements of financial expenditure performance evaluation system of basic education, and determines the evaluation method. Based on the performance evaluation index system of basic education fiscal expenditure, part 4th makes an empirical analysis on the financial expenditure performance of basic education in Guangdong province. Part 5th, This paper analyzes the reasons that affect the performance improvement of basic education expenditure in Guangdong province and puts forward some suggestions for optimization.
