【摘要】：隨著我國政府績效評價(jià)制度的完善，各地績效評價(jià)試點(diǎn)工作的開展，加強(qiáng)對政府績效評價(jià)實(shí)踐的指導(dǎo)具有重要意義。長沙市開展財(cái)政支出項(xiàng)目績效評價(jià)已經(jīng)有5年，由于農(nóng)業(yè)支出對社會(huì)、經(jīng)濟(jì)方面的重要影響，財(cái)政支農(nóng)項(xiàng)目績效評價(jià)一直是長沙市績效評價(jià)工作的重中之重。然而，長沙市財(cái)政支農(nóng)項(xiàng)目績效評價(jià)工作開展多年，仍有不少問題制約著績效評價(jià)工作的順利發(fā)展。 本文采用理論分析和案例研究的方法，以長沙市財(cái)政支農(nóng)山塘項(xiàng)目績效評價(jià)案例為切入點(diǎn)，，著力分析了財(cái)政支農(nóng)項(xiàng)目績效評價(jià)工作在前期準(zhǔn)備、具體實(shí)施、報(bào)告及后續(xù)階段中的問題與不足，績效評價(jià)制度不完善、績效評價(jià)工作執(zhí)行力差、對績效結(jié)果的關(guān)注度低是長沙市財(cái)政支農(nóng)項(xiàng)目績效評價(jià)工作中需要改進(jìn)的重點(diǎn)內(nèi)容。筆者通過結(jié)合自身實(shí)習(xí)經(jīng)驗(yàn)、理論知識(shí)以及國外實(shí)踐案例有針對性的提出了操作性高的改進(jìn)建議：完善績效評價(jià)制度，保證其順利實(shí)施并能夠支持績效評價(jià)工作的開展；通過提高績效評價(jià)人員專業(yè)勝任能力、改進(jìn)績效評價(jià)技術(shù)手段、優(yōu)化績效評價(jià)指標(biāo)體系、提高績效評價(jià)取證質(zhì)量來提升績效評價(jià)實(shí)施階段的執(zhí)行力；督促政府公開績效評價(jià)結(jié)果信息，建立透明公開的信息渠道以擴(kuò)大績效評價(jià)結(jié)果應(yīng)用范圍。 本文立足于實(shí)際，指出財(cái)政支農(nóng)項(xiàng)目績效評價(jià)工作中出現(xiàn)的各種問題，并按照績效評價(jià)工作開展的順序提出了具有較高實(shí)用性的改進(jìn)建議，期望能為長沙市財(cái)政支農(nóng)項(xiàng)目績效評價(jià)的進(jìn)一步完善提供有益的參考。
[Abstract]:With the improvement of our government performance evaluation system and the development of the pilot work of performance evaluation in various places, it is of great significance to strengthen the guidance to the practice of government performance evaluation. Because of the important influence of agricultural expenditure on society and economy, the performance evaluation of financial agriculture support project has been the most important work in Changsha. However, the performance evaluation of financial agriculture support project in Changsha has been carried out for many years. There are still many problems restricting the smooth development of performance evaluation. This paper adopts the method of theoretical analysis and case study, taking the case of performance evaluation of financial supporting agriculture Shantang project in Changsha as the breakthrough point, focusing on the analysis of the performance evaluation work of the financial supporting agriculture project in the early stage of preparation and concrete implementation. The problems and deficiencies in the reporting and subsequent stages, the imperfection of the performance evaluation system, the poor execution of the performance evaluation, The low attention to the performance result is the key content in the performance evaluation of the financial supporting agriculture project in Changsha. Theoretical knowledge as well as foreign practical cases put forward some suggestions for improvement: perfect performance evaluation system to ensure its smooth implementation and can support the performance evaluation work; By improving the professional competence of performance evaluators, improving the technical means of performance evaluation, optimizing the performance evaluation index system, improving the quality of performance evaluation evidence to enhance the implementation of performance evaluation; To urge the government to disclose the information of the results of performance evaluation and to establish transparent and open information channels to expand the application of the results of performance evaluation. Based on the practice, this paper points out the various problems in the performance evaluation of financial agricultural projects, and puts forward some practical suggestions according to the order of performance evaluation. It is expected to provide a useful reference for the further improvement of the performance evaluation of the financial supporting agriculture project in Changsha.
