【摘要】：內(nèi)蒙古自治區(qū)政府采購(gòu)中心作為實(shí)施自治區(qū)本級(jí)集中采購(gòu)項(xiàng)目的政府部門(mén),自成立起至今承擔(dān)和完成了政府集中采購(gòu)市場(chǎng)一半以上的任務(wù),實(shí)現(xiàn)了良好的經(jīng)濟(jì)效益和社會(huì)效益。近年來(lái),隨著我區(qū)經(jīng)濟(jì)的不斷發(fā)展和政府集中采購(gòu)市場(chǎng)規(guī)模的不斷擴(kuò)大,內(nèi)蒙古自治區(qū)政府采購(gòu)中心根據(jù)現(xiàn)有的工作人員和采購(gòu)流程設(shè)計(jì)已經(jīng)滿足不了日漸發(fā)展的、多樣化市場(chǎng)的需求。為了最大限度發(fā)揮政府集中采購(gòu)規(guī)模效益和政策導(dǎo)向性,更好的滿足采購(gòu)人的需要,更高效、更人性化的為投標(biāo)供應(yīng)商創(chuàng)造出一個(gè)“公開(kāi)、公平、公正”的競(jìng)爭(zhēng)環(huán)境。 本文所研究的內(nèi)蒙古自治區(qū)政府采購(gòu)中心采購(gòu)模式創(chuàng)新是在充分借鑒先進(jìn)省市政府采購(gòu)中心經(jīng)驗(yàn)的基礎(chǔ)上,結(jié)合自身實(shí)際情況,采用SWOT分析法對(duì)環(huán)境因素分析,最后得出對(duì)內(nèi)蒙古自治區(qū)政府采購(gòu)中心采購(gòu)模式創(chuàng)新研究結(jié)論。通過(guò)全區(qū)創(chuàng)建電子交易平臺(tái)的辦法,解決政府采購(gòu)全區(qū)聯(lián)動(dòng),資源共享,發(fā)揮規(guī)模效益,提高財(cái)政資金使用效益等目前遇到的問(wèn)題。
[Abstract]:The Inner Mongolia Autonomous region Government Procurement Center, as a government department implementing centralized procurement projects at the autonomous region's level, has undertaken and completed more than half of the tasks of the centralized government procurement market since its establishment. In recent years, with the continuous development of our region's economy and the continuous expansion of the scale of the government's centralized purchasing market, The Inner Mongolia Autonomous region Government Procurement Center has been unable to meet the needs of the growing, diversified market according to the existing staff and procurement process. In order to maximize the efficiency of government centralized procurement scale and policy guidance, Better to meet the needs of buyers, more efficient, more humane bidding suppliers to create a "open, fair, fair" competitive environment. The innovation of procurement mode of government procurement center in Inner Mongolia Autonomous region is based on the experience of government procurement center of advanced provinces and cities, combined with the actual situation, the paper uses SWOT analysis method to analyze the environmental factors. Finally, the paper draws the conclusion of the research on the innovation of procurement mode in the government procurement center of Inner Mongolia Autonomous region. Through the method of establishing electronic trading platform in the whole region, it can solve the problem of the linkage of government procurement, the sharing of resources, and the exertion of economies of scale. Improving the efficiency of the use of financial funds and other current problems encountered.
