教育財(cái)政支出與經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的關(guān)系研究

【摘要】:改革開(kāi)放以來(lái),中國(guó)經(jīng)濟(jì)持續(xù)高速發(fā)展達(dá)30年之久,但傳統(tǒng)的粗放型經(jīng)濟(jì)增長(zhǎng)方式并未得到根本的轉(zhuǎn)變。依據(jù)“十二五”規(guī)劃提出的關(guān)于轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的要求,我國(guó)繼續(xù)加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式步伐。因此,學(xué)術(shù)界將繼續(xù)對(duì)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的問(wèn)題進(jìn)行研究分析,我們將加強(qiáng)對(duì)我國(guó)經(jīng)濟(jì)發(fā)展規(guī)律的認(rèn)識(shí)和把握,正確發(fā)現(xiàn)和面對(duì)當(dāng)前我國(guó)的來(lái)自多種方面的機(jī)遇與挑戰(zhàn),繼而摸索出一條具有中國(guó)特色的的經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變之路。本人首先闡釋了轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的含義,從概念角度辨析經(jīng)濟(jì)發(fā)展方式和經(jīng)濟(jì)增長(zhǎng)方式的區(qū)別,重點(diǎn)結(jié)合經(jīng)濟(jì)發(fā)展與財(cái)政支出的相關(guān)理論,對(duì)促進(jìn)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的財(cái)政支出結(jié)構(gòu)提供理論支持和分析,并主要從教育的角度,對(duì)我國(guó)教育事業(yè)的發(fā)展探索和實(shí)踐進(jìn)行回顧,分析我國(guó)近年來(lái)在轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式上所做出的努力以及遇到的難題。通過(guò)引入統(tǒng)計(jì)分析方法,對(duì)我國(guó)教育事業(yè)發(fā)展的多年份多角度數(shù)據(jù)的整理,從多個(gè)維度對(duì)我國(guó)教育發(fā)展現(xiàn)狀進(jìn)行真實(shí)呈現(xiàn),肯定我國(guó)在近年來(lái)為教育事業(yè)發(fā)展所做的努力,但同時(shí)發(fā)現(xiàn)財(cái)政支出結(jié)構(gòu)在教育事業(yè)發(fā)展過(guò)程中所面臨的問(wèn)題,以及教育發(fā)展滯后影響其他行業(yè)領(lǐng)域的發(fā)展事實(shí),從而進(jìn)一步提出完善我國(guó)教育財(cái)政支出結(jié)構(gòu)的迫切性。在此基礎(chǔ)上,本人針對(duì)我國(guó)經(jīng)濟(jì)發(fā)展方式的特色,提出適合我國(guó)教育國(guó)情的財(cái)政支出結(jié)構(gòu)轉(zhuǎn)變的政策建議,進(jìn)而從教育角度為我國(guó)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的探索提供參考意見(jiàn),促進(jìn)我國(guó)經(jīng)濟(jì)高速合理的發(fā)展,促進(jìn)我國(guó)社會(huì)文明進(jìn)步,為實(shí)現(xiàn)我國(guó)的中國(guó)夢(mèng)、強(qiáng)國(guó)夢(mèng)提供堅(jiān)實(shí)而有力的支持。
[Abstract]:Since the reform and opening up, China's economy has continued to develop at a high speed for 30 years. However, the traditional extensive mode of economic growth has not been fundamentally changed. According to the requirements of the 12th Five-Year Plan on transforming the mode of economic development, China continues to speed up the pace of transformation of the mode of economic development. The academic circles will continue to study and analyze the problems of changing the mode of economic development, and we will strengthen the understanding and grasp of the laws of economic development in China. To correctly discover and face the opportunities and challenges from various aspects of our country, and then find out a way to change the mode of economic development with Chinese characteristics. First, I explained the meaning of changing the mode of economic development. This paper analyzes the difference between economic development mode and economic growth mode from the perspective of concept, and focuses on combining the relevant theories of economic development and financial expenditure. It provides theoretical support and analysis to the structure of fiscal expenditure which promotes the transformation of the mode of economic development, and reviews the exploration and practice of the development of education in China from the perspective of education. This paper analyzes the efforts made in recent years to change the mode of economic development in China and the difficulties encountered. Through the introduction of statistical analysis method, the author collates the multi-year and multi-angle data of the development of education in China. This paper presents the present situation of education development in our country from many dimensions, affirms the efforts that our country has made in recent years for the development of education, but at the same time finds out the problems faced by the structure of financial expenditure in the process of development of education. And the lagging development of education affects the development of other industries, thus further put forward the urgency of improving the structure of education expenditure. On this basis, I aim at the characteristics of the mode of economic development in our country. This paper puts forward some policy suggestions on the transformation of fiscal expenditure structure suitable for the educational situation of our country, and then provides some references for the exploration of transforming the mode of economic development from the educational point of view, and promotes the rapid and rational development of our country's economy. To promote the progress of our social civilization, to achieve our country's Chinese Dream, the dream of a strong nation to provide solid and strong support.
