【摘要】：通過(guò)對(duì)財(cái)政轉(zhuǎn)變與金融革命關(guān)系的分析,表明對(duì)稅收權(quán)力的限制和公共信用不僅是金融革命的關(guān)鍵所在,也是現(xiàn)代金融發(fā)育成長(zhǎng)的基礎(chǔ)和保障。近代以來(lái)各國(guó)的歷史經(jīng)驗(yàn)表明,經(jīng)濟(jì)現(xiàn)代化必然伴隨著金融的加速發(fā)展,而各國(guó)的政府行為、金融條件及發(fā)展路徑將直接影響其經(jīng)濟(jì)發(fā)展進(jìn)程,也是中西方金融"分流"的基本原因。英國(guó)和法國(guó)在工業(yè)革命前就已經(jīng)進(jìn)行了長(zhǎng)期的金融孕育,美國(guó)和西歐各國(guó)的現(xiàn)代金融發(fā)展或者與工業(yè)化同步或者略早于工業(yè)化啟動(dòng),并隨著工業(yè)化進(jìn)程構(gòu)建起現(xiàn)代金融體系。戰(zhàn)后的新興市場(chǎng)經(jīng)濟(jì)國(guó)家一般都遵循金融發(fā)展的"需求導(dǎo)向",即實(shí)際經(jīng)濟(jì)部門(mén)大多都優(yōu)先于金融中介啟動(dòng)和發(fā)展。改革開(kāi)放以來(lái),中國(guó)的金融深度、金融系統(tǒng)的規(guī)模不僅很好地滿足了經(jīng)濟(jì)增長(zhǎng)的需求,而且已經(jīng)逐漸與主要發(fā)達(dá)資本國(guó)家、新興市場(chǎng)國(guó)家趨同,但在金融結(jié)構(gòu)方面仍有待于進(jìn)一步優(yōu)化。推進(jìn)金融體系改革和發(fā)展仍然是當(dāng)前中國(guó)經(jīng)濟(jì)轉(zhuǎn)型和現(xiàn)代化不斷深入的必然選擇。
[Abstract]:Through the analysis of the relationship between financial transformation and financial revolution, it is shown that the restriction of tax power and public credit are not only the key to the financial revolution. It is also the foundation and guarantee of the development and growth of modern finance. The historical experience of various countries shows that economic modernization is bound to accompany the accelerated development of finance and the government behavior of various countries. Financial conditions and development path will directly affect its economic development process, and is also the basic reason of the financial "diversion" between China and the West. Britain and France have carried out long-term financial incubation before the Industrial Revolution. The modern financial development of the United States and Western European countries is either synchronized with industrialization or slightly earlier than the start of industrialization. With the process of industrialization, the modern financial system has been constructed. The post-war emerging market economy countries generally follow the "demand orientation" of financial development. Since the reform and opening up, China's financial depth and the scale of the financial system not only meet the needs of economic growth. And has gradually converged with the major developed capital countries, emerging market countries. However, the financial structure still needs to be further optimized. It is still an inevitable choice for China's economic transformation and modernization to promote the reform and development of the financial system.
