【摘要】：人多地少,耕地資源相對(duì)不足是限制我國(guó)社會(huì)經(jīng)濟(jì)發(fā)展的重要因素。為了貫徹落實(shí)最嚴(yán)格的耕地保護(hù)制度、緩解人地矛盾,國(guó)家提出了耕地占補(bǔ)平衡政策。多年來,湖南省按照耕地占補(bǔ)平衡的要求積極實(shí)施補(bǔ)充耕地工程,取得了明顯成效。但在當(dāng)前耕地保護(hù)新形勢(shì)下,耕地占補(bǔ)平衡工作面臨的任務(wù)越來越艱巨。為更好地落實(shí)國(guó)家、湖南省“強(qiáng)化耕地?cái)?shù)量和質(zhì)量占補(bǔ)平衡”、“嚴(yán)格落實(shí)占優(yōu)補(bǔ)優(yōu)、占水田補(bǔ)水田”等關(guān)于耕地占補(bǔ)平衡的新要求,研究補(bǔ)充耕地工程費(fèi)用標(biāo)準(zhǔn),用于補(bǔ)充耕地工程投資測(cè)算和籌資分析、強(qiáng)化補(bǔ)充耕地的質(zhì)量建設(shè)與資金管理,同時(shí)拓展補(bǔ)充耕地途徑,緩解人地矛盾,已成為湖南省耕地保護(hù)新形勢(shì)下迫切需要研究的問題。本文在成本理論、系統(tǒng)理論、可持續(xù)發(fā)展理論等理論基礎(chǔ)上,采用“先完善后測(cè)算”的技術(shù)思路,通過典型樣點(diǎn)法、綜合分析法對(duì)湖南省土地開發(fā)及其他途徑補(bǔ)充耕地的工程費(fèi)用標(biāo)準(zhǔn)進(jìn)行測(cè)算研究。文章從費(fèi)用結(jié)構(gòu)和費(fèi)用標(biāo)準(zhǔn)兩方面分析補(bǔ)充耕地工程費(fèi)用現(xiàn)狀,發(fā)現(xiàn)補(bǔ)充耕地工程費(fèi)用存在費(fèi)用結(jié)構(gòu)不能充分反映實(shí)際支出、費(fèi)用標(biāo)準(zhǔn)高低不一等問題。在完善費(fèi)用結(jié)構(gòu)、統(tǒng)一建設(shè)標(biāo)準(zhǔn)的基礎(chǔ)上,測(cè)算得出通過耕地后備資源開發(fā)補(bǔ)充耕地的工程費(fèi)用標(biāo)準(zhǔn)12661元/畝,通過基本農(nóng)田整理補(bǔ)充耕地的工程費(fèi)用標(biāo)準(zhǔn)為66667元/畝,通過農(nóng)村建設(shè)用地復(fù)墾補(bǔ)充耕地的工程費(fèi)用標(biāo)準(zhǔn)為121127元/畝。在此基礎(chǔ)上,提出補(bǔ)充耕地工程費(fèi)用標(biāo)準(zhǔn)供選方案。從湖南省耕地保護(hù)的實(shí)際情況出發(fā),適合選用“開發(fā)+整理+復(fù)墾”多途徑的綜合補(bǔ)充耕地模式。
[Abstract]:In order to implement the strictest cultivated land protection system and alleviate the contradiction between man and land, the relative shortage of cultivated land resources is an important factor that restricts the social and economic development of our country. Over the years, Hunan Province has actively implemented the supplementary cultivated land project in accordance with the requirements of the cultivated land occupation and supplement balance, and has achieved remarkable results. However, under the new situation of cultivated land protection at present, Hunan Province has put forward the policy of farmland occupation and compensation balance. In order to better implement the state, Hunan Province "strengthens the balance of the quantity and quality of cultivated land" and "strictly implements the priority and compensation." The new requirements on the balance of farmland occupation and compensation, such as "occupying paddy fields and replenishing water fields", have been studied on the cost standard of supplementary cultivated land project, which can be used for the investment calculation and financing analysis of supplementary cultivated land project, and to strengthen the quality construction and fund management of supplementary cultivated land. At the same time, expanding the ways of supplementary cultivated land and alleviating the contradiction between man and land has become an urgent problem to be studied under the new situation of cultivated land protection in Hunan Province. This paper is based on the theories of cost theory, system theory, sustainable development theory and so on. The method of "perfect first and then calculate" is adopted, and the typical sampling method is adopted. Comprehensive analysis method is used to measure and study the engineering cost standard of land development and other ways to supplement cultivated land in Hunan Province. This paper analyzes the present situation of project cost of supplementary cultivated land from two aspects of cost structure and cost standard. It is found that the cost structure of supplementary cultivated land project can not fully reflect the actual expenditure and the cost standard is different. On the basis of perfecting the cost structure and unifying the construction standard. It is estimated that the project cost standard of supplementary cultivated land through cultivated land reserve resources development is 12661 yuan / mu, and the project cost standard of supplementing cultivated land through basic farmland consolidation is 66667 yuan / mu. The project cost standard of reclaiming cultivated land through rural construction land is 121127 yuan / mu. According to the actual situation of cultivated land protection in Hunan Province, it is suitable to select the comprehensive supplementary cultivated land model of "developing, reclaiming and reclaiming".
