【摘要】：公務(wù)卡制度是財政管理體制改革的一項重要制度設(shè)計。推行公務(wù)卡制度，有利于減少現(xiàn)金流通、促進(jìn)金融發(fā)展，有利于加強(qiáng)行政經(jīng)費(fèi)管理、規(guī)范公務(wù)消費(fèi)，提高預(yù)算資金支出的透明度。 陽江市市直單位推行公務(wù)卡制度試點近五年來，公務(wù)卡制度改革的覆蓋面不斷擴(kuò)大，在減少預(yù)算單位現(xiàn)金使用、規(guī)范公務(wù)支出方面取得明顯成效。論文采用文獻(xiàn)研究法和統(tǒng)計分析法，以陽江市公務(wù)卡制度為研究對象，，通過分析公務(wù)卡制度的內(nèi)容、實施原則、實施前后的結(jié)算方式及存在的問題、原因，在借鑒國內(nèi)外公務(wù)卡制度經(jīng)驗基礎(chǔ)上，提出要建立和規(guī)范強(qiáng)有力的公務(wù)卡制度環(huán)境，利用技術(shù)創(chuàng)新克服公務(wù)卡信息系統(tǒng)的技術(shù)防腐漏洞，加強(qiáng)公務(wù)卡制度相關(guān)知識的宣傳及業(yè)務(wù)知識的培訓(xùn)，健立完善的市場聯(lián)防機(jī)制和財政財務(wù)制度，加強(qiáng)公務(wù)卡制度實施和監(jiān)督各部門的相互協(xié)調(diào)等五個方面的建議以及完善陽江市公務(wù)卡制度的對策，進(jìn)而對這項具體的財政經(jīng)費(fèi)管理制度的實踐提供決策參考。
[Abstract]:The official card system is an important system design of the reform of the financial management system. The implementation of the official card system will help to reduce the cash flow, promote financial development, strengthen the management of administrative funds, standardize public consumption. Improve the transparency of budgetary expenditure. Over the past five years, the coverage of the reform of the public service card system has been continuously expanded and the use of cash by budget units has been reduced. The paper adopts the method of literature research and statistical analysis, taking the public service card system of Yangjiang as the research object, through the analysis of the content of the official card system, the implementation of the principles. Before and after the implementation of the settlement method and existing problems, reasons, on the basis of reference to the experience of the official card system at home and abroad, proposed to establish and standardize a strong public service card system environment. Using technological innovation to overcome the technical anti-corrosion loopholes of the official card information system, strengthen the public service card system related knowledge publicity and business knowledge training, Jianli perfect market defense mechanism and financial and financial system. Five suggestions on strengthening the implementation of the public service card system and supervising the coordination among the various departments and the countermeasures to perfect the public service card system in Yangjiang City are put forward, which will provide a decision reference for the practice of this specific financial fund management system.
