【摘要】：本文首先采用基尼系數(shù)對我國城鄉(xiāng)、城鎮(zhèn)和農村居民收入不平等程度進行重新測度,然后以政府轉移支付為門限變量建立面板門限回歸模型,對財政收支分權與居民收入不平等之間關系進行實證檢驗,結果發(fā)現(xiàn):一是財政收入分權與收入不平等顯著負相關,財政支出分權與收入不平等顯著正相關;二是財政收支分權對不同類型收入不平等的作用效果存在較大差異。其中,無論是財政收入分權抑或支出分權對收入不平等的政策效應大小依次是城鎮(zhèn)居民㧐農村居民㧐總體居民;三是政府轉移支付在不同區(qū)制對居民收入不平等的影響呈現(xiàn)顯著地非線性特征。即從相對較低的第一區(qū)制跨入較高的第二區(qū)制時,轉移支付對居民收入不平等的影響由負轉變?yōu)檎�。本文以上研究結論不僅對于全面構建央地新型政府間財政關系,還可以為促進公平收入分配提供理論依據(jù)與決策參考。
[Abstract]:This paper first uses Gini coefficient to re-measure the income inequality of urban and rural residents in China, and then establishes the panel threshold regression model with government transfer payment as the threshold variable. The empirical test of the relationship between fiscal revenue and expenditure decentralization and income inequality shows that: first, fiscal income decentralization and income inequality are significantly negative correlation, fiscal expenditure decentralization and income inequality is significantly positive correlation; Secondly, the effect of fiscal revenue decentralization on different types of income inequality is different. Among them, the policy effect of fiscal revenue decentralization or expenditure decentralization on income inequality is in turn urban residents? Rural residents? The general population; Third, the influence of government transfer payment on income inequality of residents in different districts is significantly nonlinear, that is, from the relatively low first district system to the higher second district system. The effect of transfer payment on income inequality of residents has changed from negative to positive. The above conclusions of this paper are not only for the comprehensive construction of a new intergovernmental financial relationship between central and local governments. It can also provide theoretical basis and decision-making reference for promoting fair income distribution.
