【摘要】：江蘇是一個(gè)農(nóng)業(yè)大省,截至2012年末,全省有近7920萬(wàn)常住人口,1700萬(wàn)流動(dòng)人口,而耕地卻減至不足7000萬(wàn)畝。在此背景下,江蘇省不斷推進(jìn)農(nóng)業(yè)轉(zhuǎn)型升級(jí),發(fā)展現(xiàn)代農(nóng)業(yè),大力實(shí)施農(nóng)民培訓(xùn)工程,中央和地方也不斷加大對(duì)農(nóng)民培訓(xùn)工作的財(cái)政投入,但這種財(cái)政投入是否達(dá)到了預(yù)期的效果,農(nóng)民培訓(xùn)中財(cái)政補(bǔ)貼的績(jī)效水平如何,以及哪些因素影響了農(nóng)民培訓(xùn)補(bǔ)貼中財(cái)政補(bǔ)貼的績(jī)效水平。為了回答這些問(wèn)題,本文在實(shí)地調(diào)查的基礎(chǔ)上,通過(guò)DEA(數(shù)據(jù)包絡(luò)分析方法)對(duì)江蘇省農(nóng)民培訓(xùn)工程中財(cái)政補(bǔ)貼政策的績(jī)效分別從整體績(jī)效評(píng)價(jià)和三個(gè)單項(xiàng)績(jī)效這兩方面給予評(píng)價(jià),并通過(guò)對(duì)問(wèn)卷的分析得出了影響農(nóng)民培訓(xùn)工程中財(cái)政補(bǔ)貼績(jī)效水平的因素,本文得出以下結(jié)論：第一,江蘇省農(nóng)民培訓(xùn)中財(cái)政補(bǔ)貼整體效率呈現(xiàn)良好姿態(tài)；第二,江蘇省農(nóng)民培訓(xùn)中財(cái)政補(bǔ)貼的各單項(xiàng)效率總體較高,但在提高組織化程度上的效率有待提高；第三,江蘇省農(nóng)民培訓(xùn)中財(cái)政補(bǔ)貼資金投入產(chǎn)出結(jié)構(gòu)仍有待優(yōu)化；第四,農(nóng)戶的個(gè)人因素、家庭因素以及培訓(xùn)供給機(jī)構(gòu)情況影響了補(bǔ)貼資金的使用效率。在此基礎(chǔ)上,本文進(jìn)一步的分析認(rèn)為,為提高農(nóng)民培訓(xùn)工程中財(cái)政補(bǔ)貼的績(jī)效水平,應(yīng)優(yōu)化培訓(xùn)補(bǔ)貼資金投入產(chǎn)出結(jié)構(gòu),完善培訓(xùn)補(bǔ)貼資金綜合監(jiān)管體制,鼓勵(lì)農(nóng)民加入農(nóng)民合作組織協(xié)會(huì),提高農(nóng)民組織化程度,加強(qiáng)農(nóng)業(yè)示范戶能力建設(shè)以及需要加強(qiáng)培訓(xùn)補(bǔ)貼政策的宣傳。
[Abstract]:Jiangsu is a big agricultural province, as of end of 2012, the province has nearly 79.2 million permanent residents, 17 million floating population, but the cultivated land is reduced to less than 70 million mu. Jiangsu Province continues to promote agricultural transformation and upgrading, develop modern agriculture, vigorously implement farmer training projects, the central and local governments are also constantly increasing the financial input to farmers' training. In order to answer these questions, whether this kind of financial input has reached the expected effect, what are the performance levels of the financial subsidies in the training of farmers, and what factors affect the performance level of the financial subsidies in the training subsidies of farmers? This paper is based on the field investigation. Through DEA (data Envelopment Analysis), the performance of financial subsidy policy in farmer training project in Jiangsu Province is evaluated from the overall performance evaluation and three individual performance evaluation. And through the questionnaire analysis of the factors that affect the performance of financial subsidies in the farmers training project, this paper draws the following conclusions: first, the overall efficiency of financial subsidies in the training of farmers in Jiangsu Province presents a good posture; Second, the efficiency of financial subsidy in training of farmers in Jiangsu Province is higher, but the efficiency in improving the degree of organization needs to be improved. Thirdly, the input-output structure of financial subsidy funds in the training of farmers in Jiangsu Province needs to be optimized. In 4th, the individual factors of farmers, family factors and training supply institutions affect the efficiency of the use of subsidy funds. On this basis, this paper further analysis. In order to improve the performance level of financial subsidy in the training project of farmers, we should optimize the structure of input and output of training subsidy funds, improve the comprehensive supervision system of training subsidy funds, and encourage farmers to join farmers' cooperative organizations and associations. It is necessary to strengthen the propaganda of training subsidy policy to improve farmers' systematization, to strengthen the capacity building of agricultural demonstration households and to strengthen the propaganda of training subsidy policy.
