【摘要】：目前，我國能源消耗量大、利用效率低，節(jié)能潛力大。但是隨著經(jīng)濟體制的轉(zhuǎn)變，傳統(tǒng)的節(jié)能管理體制已經(jīng)不能完全適應我國節(jié)能市場的發(fā)展需求，這就有必要在中國引進并推廣以市場為基礎的節(jié)能運行新機制。與傳統(tǒng)的節(jié)能管理體制相比，合同能源管理(Energy Management Contract，EMC)這種新型節(jié)能機制是一種雙贏的節(jié)能方式。它不僅能為EMC相關利益主體帶來經(jīng)濟效益，還能實現(xiàn)節(jié)能減排的社會目標。鑒于我國巨大的節(jié)能潛力以及EMC機制自身的優(yōu)勢，這種市場型節(jié)能機制在我國不僅是可行的，而且是必要的。 自20世紀90年代以來，我國政府與各相關部門通力合作，采取多種手段對EMC機制進行示范、引導和推廣，從而使我國節(jié)能服務業(yè)得到長足發(fā)展。但與國外節(jié)能強國相比，我國EMC機制市場占有率低、融資難、技術不成熟，整體實力亟須提高。因此，構(gòu)建一套完整的EMC激勵政策是當前節(jié)能工作的迫切任務。而財稅政策是政府理想的政策手段，它可以很好地利用市場的力量，積極引導EMC的發(fā)展。 本文首先運用文獻閱讀與社會調(diào)研相結(jié)合的方法，一方面介紹了EMC的由來、內(nèi)涵、運作模式、發(fā)展歷程及發(fā)展現(xiàn)狀等；另一方面依托外部性理論、信息不對稱理論，論證了財稅政策是促進EMC發(fā)展的有效手段，并由此介紹了主要財稅調(diào)控手段對EMC機制的作用機理。其次，論文還運用比較研究方法，對國內(nèi)外的EMC財稅激勵政策進行了剖析。最后，立足于我國“營改增”的背景和發(fā)達國家的成功經(jīng)驗，本文從財政稅收角度提出了促進我國EMC發(fā)展的原則、整體思路與具體策略。 為了提出全面、科學的財稅激勵建議，本文運用信息經(jīng)濟學的相關原理，構(gòu)建了EMC相關利益主體的博弈關系，并論述了政府可以采用財稅政策來鼓勵相關利益主體參與EMC。在此基礎上，論文還運用委托代理模型，探討了EMC財稅激勵政策的內(nèi)容設置。另外，本文還提出了保障EMC財稅激勵政策有效運行的配套措施，，以更好地解決EMC發(fā)展過程中所遇到的市場障礙、資金障礙和技術障礙。
[Abstract]:At present , the energy consumption of our country is large , the utilization efficiency is low , the energy - saving potential is large , but with the transformation of the economic system , the traditional energy - saving management system can not fully meet the development demand of our energy - saving market . This new energy - saving mechanism is a win - win energy - saving mode . Compared with the traditional energy - saving management system , the energy - saving mechanism of contract energy management ( EMC ) is a win - win energy - saving mode . Since the 1990s , our government has worked with relevant departments to demonstrate , guide and promote the EMC mechanism through various means , so that our country ' s energy - saving service industry has been developed . However , compared with foreign energy - saving power countries , our country ' s EMC mechanism has low market share , difficulty in financing , immature technology and overall strength . Therefore , it is an urgent task to construct a complete set of EMC incentive policies . On the other hand , based on external theory and information asymmetry theory , this paper analyzes the mechanism of EMC ' s financial and tax incentive policy . At last , based on the background of China ' s " battalion reform " and the successful experience of developed countries , this paper puts forward the principle , overall thinking and specific strategy to promote the development of EMC from the perspective of fiscal revenue . In order to propose a comprehensive and scientific theory of financial and tax incentives , this paper constructs the game relation of EMC ' s relevant stakeholders by using the relevant principles of information economics , and discusses the content setting of EMC ' s fiscal and tax incentive policy . In addition , this paper also puts forward the appropriate measures to guarantee the effective operation of EMC fiscal and tax incentive policies , so as to better solve the market obstacles , financial barriers and technical obstacles encountered in EMC ' s development .
