食品安全風(fēng)險管理體系研究

【摘要】:食品安全問題是民生問題,是政治經(jīng)濟問題,也是科學(xué)發(fā)展問題,日益受到我國政府和公眾的重視。食品安全問題表現(xiàn)形式多樣,產(chǎn)生原因錯綜復(fù)雜。隨著我國食品安全問題的凸顯和公眾對食品安全要求的提高,對我國的食品安全管理水平提出了更高的要求。建立在風(fēng)險分析框架基礎(chǔ)上的食品安全風(fēng)險管理代表了現(xiàn)代科學(xué)技術(shù)最新成果在食品安全管理方面應(yīng)用的發(fā)展方向,遵循風(fēng)險分析框架應(yīng)對和處理食品安全問題已經(jīng)成為國際上公認(rèn)的科學(xué)原則和手段。食品安全風(fēng)險管理不僅指政府的監(jiān)管,更包含食品安全鏈條上各種利益相關(guān)者的共同參與。食品安全風(fēng)險管理要做的是事前控制,是對食品安全源頭的管理,更能起到根本性的作用,實現(xiàn)保障食品安全的最大效益。因此盡快建立風(fēng)險分析框架為基礎(chǔ)的食品安全風(fēng)險管理體系成為了目前食品安全管理最重要的工作。 本研究第一部分概述了食品安全、風(fēng)險管理的基本理論,介紹了國內(nèi)外研究者對食品安全風(fēng)險管理問題研究的現(xiàn)狀以及未來的發(fā)展趨勢;第二部分介紹了美國、歐盟、日本等國外發(fā)達國家食品安全風(fēng)險管理的先進理念和實踐經(jīng)驗,第三部分在介紹風(fēng)險分析框架基本內(nèi)容的基礎(chǔ)上分析了我國食品安全風(fēng)險管理工作建設(shè)的現(xiàn)狀,,第四部分介紹了我國的風(fēng)險管理機制的基本運行情況,第五部分在借鑒先進理念和經(jīng)驗的基礎(chǔ)上,針對我國食品安全風(fēng)險管理存在的問題和需求,提出了加強我國食品安全管理的對策和建議。

[Abstract]:Food safety is not only a people's livelihood problem, a political and economic problem, but also a scientific development problem, which has been paid more and more attention by our government and the public. There are many forms of food safety problems, and the causes are complicated. With the prominent problem of food safety in China and the improvement of public requirements for food safety, the level of food safety management in China has been put forward higher requirements. Food safety risk management based on risk analysis framework represents the development direction of the latest achievements of modern science and technology in food safety management. It has become an internationally recognized scientific principle and means to follow the risk analysis framework to deal with and deal with food safety problems. Food safety risk management not only refers to government supervision, but also includes the participation of various stakeholders in the food safety chain. What food safety risk management should do is to control in advance, which is the management of the source of food safety, which can play a fundamental role and realize the maximum benefit of ensuring food safety. Therefore, the establishment of food safety risk management system based on risk analysis framework as soon as possible has become the most important work of food safety management at present. In the first part of this study, the basic theory of food safety and risk management is summarized, and the present situation and future development trend of food safety risk management research by researchers at home and abroad are introduced. The second part introduces the advanced concept and practical experience of food safety risk management in developed countries such as the United States, the European Union, Japan and other developed countries. The third part analyzes the present situation of the construction of food safety risk management in China on the basis of introducing the basic contents of the risk analysis framework. The fourth part introduces the basic operation of the risk management mechanism in China. The fifth part is based on the advanced concepts and experiences. In view of the problems and needs of food safety risk management in China, this paper puts forward some countermeasures and suggestions for strengthening food safety management in China.
