【摘要】：本文擬通過對2005-2010我國工業(yè)企業(yè)節(jié)能減排政策的實施效果進行評價,繼而提出政策建議,為我國全面貫徹落實《節(jié)能減排“十二五”規(guī)劃》和建設(shè)資源節(jié)約型、環(huán)境友好型社會打下堅實基礎(chǔ)。 本文首先根據(jù)評價指標(biāo)體系的構(gòu)建原則和依據(jù),采用頻度統(tǒng)計法,對國家統(tǒng)計年鑒和國內(nèi)外文獻(xiàn)中有關(guān)我國工業(yè)企業(yè)節(jié)能減排的評價指標(biāo)進行統(tǒng)計,初步構(gòu)建了由48項指標(biāo)構(gòu)成的我國工業(yè)企業(yè)節(jié)能減排績效評價指標(biāo)體系。將理論分析法和專家咨詢法相結(jié)合篩選評價指標(biāo),最后建立了包含20個評價指標(biāo)在內(nèi)的我國工業(yè)企業(yè)節(jié)能減排績效評價指標(biāo)體系。 其次,在回顧現(xiàn)代綜合評價方法基礎(chǔ)之上,本文最終采用因子分析法對我國工業(yè)企業(yè)節(jié)能減排政策的實施效果進行評價。該部分將標(biāo)準(zhǔn)化數(shù)據(jù)導(dǎo)入SPSS統(tǒng)計軟件,根據(jù)因子的特征值和累計方差貢獻(xiàn)率,再結(jié)合碎石圖提取了4個公共因子。再運用回歸法計算出各因子得分,以各因子方差貢獻(xiàn)率占總方差貢獻(xiàn)率的比重為權(quán)重,計算出2005到2010年各年得分并進行排序。結(jié)果表明,2005-2010年間我國工業(yè)企業(yè)節(jié)能減排實施效果呈逐步上升趨勢,總體效果較好。其中,2006、2010年效果較上一年明顯提升。 接著,采用專家打分綜合評價法對我國工業(yè)企業(yè)節(jié)能減排政策的實施效果進行評價。結(jié)果顯示與因子分析法得到的節(jié)能減排實施效果趨勢基本一致,這證明本文構(gòu)建的我國工業(yè)企業(yè)節(jié)能減排績效評價指標(biāo)體系和因子分析評價結(jié)果是科學(xué)的、可靠的,本文可以為今后學(xué)者關(guān)于工業(yè)企業(yè)節(jié)能減排績效的評價提供依據(jù)和幫助。 最后,從政府和企業(yè)層面提出了我國工業(yè)企業(yè)節(jié)能減排的政策建議。有利于當(dāng)前全面貫徹落實《節(jié)能減排“十二五”規(guī)劃》和《工業(yè)節(jié)能“十二五”規(guī)劃》,為把我國早日建設(shè)成資源節(jié)約型、環(huán)境友好型社會,實現(xiàn)國民經(jīng)濟的可持續(xù)發(fā)展貢獻(xiàn)力量。
[Abstract]:This article plans to carry on the evaluation to the 2005 / 2010 industrial enterprise energy saving and emission reduction policy implementation effect, and then puts forward the policy suggestion, for our country to carry out the energy conservation and emission reduction "12th five-year plan" and the construction resource-saving type in an all-round way, An environment-friendly society lays a solid foundation. First of all, according to the construction principle and basis of the evaluation index system, using the frequency statistics method, this paper makes statistics on the national statistical yearbook and the domestic and foreign literature about the energy saving and emission reduction evaluation index of the industrial enterprises in our country. The performance evaluation index system of energy conservation and emission reduction for industrial enterprises in China is preliminarily constructed, which is composed of 48 indicators. Combining theoretical analysis method with expert consultation method, the evaluation index system of energy saving and emission reduction of industrial enterprises in China is established, which includes 20 evaluation indexes, and the evaluation index is selected by combining the theory analysis method and expert consultation method. Secondly, on the basis of reviewing the modern comprehensive evaluation methods, this paper finally uses the factor analysis method to evaluate the implementation effect of energy saving and emission reduction policies of industrial enterprises in China. In this part, the standardized data are imported into SPSS statistical software, and four common factors are extracted according to the eigenvalues of the factors and the cumulative variance contribution rate, combined with the crushed stone map. Then the score of each factor is calculated by regression method. The weight is the proportion of the contribution rate of each factor variance to the contribution rate of the total variance. The scores of each year from 2005 to 2010 are calculated and sorted. The results show that the implementation effect of energy saving and emission reduction in China's industrial enterprises is increasing gradually in 2005 / 2010, and the overall effect is better. Among them, 2006, 2010 effect is obviously higher than the previous year. Then, the comprehensive evaluation method of expert score is used to evaluate the implementation effect of energy saving and emission reduction policy of industrial enterprises in China. The results show that the results are basically consistent with the trend of implementation of energy saving and emission reduction obtained by factor analysis, which proves that the performance evaluation index system and factor analysis evaluation results of energy saving and emission reduction in industrial enterprises in this paper are scientific and reliable. This paper can provide the basis and help for the evaluation of energy saving and emission reduction performance of industrial enterprises in the future. Finally, from the level of government and enterprise, put forward the policy recommendations of energy saving and emission reduction for industrial enterprises in China. It is conducive to the full implementation of the current 12th five-year Plan for Energy Conservation and Emission reduction and the Twelfth five-year Plan for Industrial Energy Conservation, in order to build China into a resource-saving and environment-friendly society at an early date. We will contribute to the realization of sustainable development of the national economy.
