【摘要】：電網(wǎng)是一個(gè)復(fù)雜的系統(tǒng)，它是將電源所發(fā)電力銷售給最終用戶的網(wǎng)絡(luò)通道。電網(wǎng)的安全穩(wěn)定與國民生產(chǎn)生活息息相關(guān)，對(duì)整個(gè)社會(huì)持續(xù)、健康、快速的發(fā)展有著重要和深遠(yuǎn)的意義。由于電網(wǎng)工程建設(shè)與改造項(xiàng)目具復(fù)雜、不固定、風(fēng)險(xiǎn)大等特點(diǎn)，電網(wǎng)工程建設(shè)與改造項(xiàng)目決策離不開項(xiàng)目經(jīng)濟(jì)前評(píng)估的支持。建立并完善電網(wǎng)建設(shè)項(xiàng)目前評(píng)估機(jī)制己經(jīng)成為深化投融資體制改革過程中所面臨的一個(gè)急迫而又嶄新的課題。 本文在研究一般建設(shè)項(xiàng)目財(cái)務(wù)評(píng)價(jià)的理論、方法的基礎(chǔ)上，針對(duì)以往電網(wǎng)工程建設(shè)項(xiàng)目經(jīng)濟(jì)評(píng)價(jià)中出現(xiàn)的問題，以康巴什電網(wǎng)建設(shè)改造項(xiàng)目為例，結(jié)合康巴什的實(shí)際情況，在充分調(diào)研的基礎(chǔ)上，對(duì)康巴什電網(wǎng)110kV變電站工程項(xiàng)目經(jīng)濟(jì)指標(biāo)分析、盈虧平衡分析、敏感性分析、內(nèi)部經(jīng)濟(jì)性分析四大部分進(jìn)行項(xiàng)目經(jīng)濟(jì)性評(píng)價(jià)。本文采用兩個(gè)投資方案，分別從盈利能力、償債能力、營運(yùn)能力、效益比率、成長能力五方面進(jìn)行項(xiàng)目經(jīng)濟(jì)指標(biāo)分析；從盈虧平衡點(diǎn)、安全邊際兩方面對(duì)項(xiàng)目進(jìn)行盈虧平衡分析；從投資額、售電量變動(dòng)對(duì)折現(xiàn)率和加價(jià)電價(jià)的影響程度進(jìn)行敏感性分析；最后又從從電量效益、質(zhì)量效益、電價(jià)效益、戰(zhàn)略規(guī)劃效益四方面進(jìn)行內(nèi)部經(jīng)濟(jì)效益分析。通過科學(xué)的分析和計(jì)算，得出客觀的評(píng)價(jià)結(jié)論，體現(xiàn)本文所采用研究理論的實(shí)用性。
[Abstract]:Grid is a complex system, it is the network channel that sells the power generated by the power to the end-user. The safety and stability of the power grid is closely related to the production and life of the people. It is of great significance to the sustained, healthy and rapid development of the whole society. Due to the complexity, instability and high risk of power grid engineering construction and reconstruction projects, the decision-making of power grid engineering construction and transformation projects can not be separated from the support of pre-economic evaluation of the projects. The establishment and perfection of the pre-evaluation mechanism of power grid construction projects has become an urgent and new subject in the process of deepening the reform of the investment and financing system. On the basis of studying the theory and method of financial evaluation of general construction projects, aiming at the problems existing in the economic evaluation of power grid construction projects in the past, this paper takes Kangbashi power grid construction and transformation project as an example, combining with the actual situation of Kangbashi. On the basis of full investigation, the economic index analysis, break-even analysis, sensitivity analysis and internal economic analysis of the 110kV substation project in Kangbashi Power Grid are carried out to evaluate the economic performance of the project in four parts: economic index analysis, breakeven analysis, sensitivity analysis and internal economic analysis. This paper uses two investment schemes, respectively from the profitability, solvency, operational capacity, efficiency ratio, growth capacity of the five aspects of the project economic indicators analysis; From the break-even point and the safety margin, the paper analyzes the profit and break-even balance of the project, analyzes the sensitivity of the investment amount, the change of electricity sales to the discount rate and the degree of price increase. Finally, the internal economic benefits are analyzed from four aspects: power efficiency, quality benefit, electricity price benefit and strategic planning benefit. Through the scientific analysis and calculation, the objective evaluation conclusion is drawn, which shows the practicability of the research theory adopted in this paper.
