【摘要】：正針對(duì)"地溝油"事件頻發(fā),分析我國(guó)有效回收利用地溝油的現(xiàn)狀及困境,即法律法規(guī)標(biāo)準(zhǔn)體系不健全,巨大市場(chǎng)利益驅(qū)使非法個(gè)體的機(jī)會(huì)主義行為,以及有效回收利用地溝油生產(chǎn)新能源的需求銷售不暢。借鑒國(guó)外有效利用地溝油的經(jīng)驗(yàn),比較分析我國(guó)有效回收利用地溝油存在的問(wèn)題。最后,從市場(chǎng)化治理角度提出:以完善政府監(jiān)管為基礎(chǔ),激發(fā)市場(chǎng)機(jī)制作用為主,發(fā)展我國(guó)以地溝油為主要原料生產(chǎn)生物柴油等新能源產(chǎn)業(yè)的具體對(duì)策。
[Abstract]:In view of the frequent occurrence of "gutter oil", this paper analyzes the present situation and predicament of effective recovery and utilization of gutter oil in China, that is, the imperfect system of laws, regulations and standards, and the opportunistic behavior of illegal individuals driven by huge market interests. And efficient recycling of waste oil production of new energy demand and marketing is not smooth. Using the experience of foreign countries for reference, the problems of effective recovery and utilization of gutter oil in China are compared and analyzed. Finally, from the point of view of market-oriented governance, this paper puts forward concrete countermeasures to develop the new energy industry, such as biodiesel production with gutter oil as the main raw material, on the basis of perfecting government supervision, stimulating the role of market mechanism and giving priority to the role of market mechanism.
