電力企業(yè)測(cè)量管理體系優(yōu)化項(xiàng)目的研究

【摘要】:測(cè)量檢測(cè)是科學(xué)和生產(chǎn)管理的重要技術(shù)基礎(chǔ),是工業(yè)企業(yè)進(jìn)行質(zhì)量管理的基礎(chǔ)和前提,是企業(yè)節(jié)能降耗的基本保證,也是安全生產(chǎn)和環(huán)境監(jiān)測(cè)的必要保證。但高品質(zhì)的產(chǎn)品不是檢驗(yàn)出來(lái)的,而是全體員工在質(zhì)量管理體系下制造出來(lái)的,這就對(duì)如何做好企業(yè)測(cè)量管理體系優(yōu)化項(xiàng)目提出了更高的要求。論文以本人多年從事電力企業(yè)計(jì)量管理和質(zhì)量檢測(cè)控制的工作經(jīng)驗(yàn)為基礎(chǔ),同時(shí)結(jié)合項(xiàng)目管理的思想,對(duì)電力企業(yè)測(cè)量管理體系優(yōu)化項(xiàng)目進(jìn)行研究。 論文通過(guò)分析IS010012標(biāo)準(zhǔn)對(duì)測(cè)量體系設(shè)備、不確定度、程序文件和記錄、計(jì)量確認(rèn)以及人員和環(huán)境要求,同時(shí)結(jié)合電力企業(yè)的實(shí)際情況,從電力企業(yè)體系文件完善、設(shè)備配備、確認(rèn)間隔、計(jì)量手段四個(gè)方面的現(xiàn)狀及存在的問(wèn)題進(jìn)行分析闡述,應(yīng)用工作分解理論對(duì)電力企業(yè)測(cè)量管理體系優(yōu)化項(xiàng)目進(jìn)行分解,并對(duì)優(yōu)化項(xiàng)目中的人員管理進(jìn)行了解析。同時(shí),將全過(guò)程管理與目標(biāo)管理(質(zhì)量管理、進(jìn)度管理、費(fèi)用管理)應(yīng)用于電力企業(yè)測(cè)量管理體系優(yōu)化項(xiàng)目的實(shí)施過(guò)程中。最后,對(duì)優(yōu)化項(xiàng)目的成果進(jìn)行了評(píng)價(jià)。 本文旨在運(yùn)用項(xiàng)目管理的思想,對(duì)電力企業(yè)測(cè)量管理體系優(yōu)化項(xiàng)目進(jìn)行全過(guò)程的管控,從而提高企業(yè)的測(cè)量管理水平,為企業(yè)建立一個(gè)操作性強(qiáng)、精確度高的測(cè)量管理體系。同時(shí),為企業(yè)進(jìn)行優(yōu)化項(xiàng)目提供了一種有效地管理方法。
[Abstract]:Measurement and detection is an important technical basis of science and production management, the basis and premise of quality management in industrial enterprises, the basic guarantee of energy saving and consumption reduction in enterprises, and the necessary guarantee of safety in production and environmental monitoring. But the high quality product is not tested out, but made by all the staff under the quality management system, which puts forward higher requirements on how to do well the optimization project of enterprise measurement management system. Based on my working experience in measurement management and quality control of electric power enterprises for many years, and combining with the idea of project management, the optimization project of measurement management system in electric power enterprises is studied in this paper. Through the analysis of the IS010012 standard for measuring system equipment, uncertainty, program documents and records, measurement confirmation, personnel and environmental requirements, combined with the actual situation of the power enterprise, from the power enterprise system file improvement, equipment. The present situation and existing problems in four aspects of confirming interval and measuring means are analyzed and expounded. The optimization project of measurement management system of electric power enterprise is decomposed by the work decomposition theory, and the personnel management in the optimized project is analyzed. At the same time, the whole process management and objective management (quality management, schedule management, cost management) are applied to the implementation of the optimization project of measurement management system in electric power enterprises. Finally, the results of the optimization project are evaluated. The purpose of this paper is to use the idea of project management to control the whole process of the optimization project of measurement management system of electric power enterprises, so as to improve the level of measurement management of enterprises, and to establish a measurement management system with strong operability and high accuracy for enterprises. At the same time, it provides an effective management method for the enterprise to optimize the project.
