【摘要】：以江蘇省為典型代表的“經(jīng)濟(jì)發(fā)達(dá),資源匱乏”區(qū)域在其工業(yè)經(jīng)濟(jì)高速發(fā)展過程當(dāng)中形成了高度的礦產(chǎn)資源對(duì)外依賴性,外部礦產(chǎn)資源價(jià)格及供給的波動(dòng)性加劇了資源匱乏區(qū)域經(jīng)濟(jì)發(fā)展的不穩(wěn)定性風(fēng)險(xiǎn),不利于資源約束型地區(qū)經(jīng)濟(jì)協(xié)調(diào)快速發(fā)展。全球礦產(chǎn)資源發(fā)展戰(zhàn)略成為資源約束型地區(qū)確保發(fā)展的主要手段。 與我國(guó)其他資源相對(duì)缺乏省份相比,江蘇省是較早實(shí)施全球化資源戰(zhàn)略的省級(jí)單元,在過去二十余年中,充分發(fā)揮了“兩個(gè)率先”帶頭作用,利用自身雄厚的經(jīng)濟(jì)實(shí)力和優(yōu)質(zhì)人力資源,積極走出國(guó)門,主動(dòng)參與國(guó)際礦產(chǎn)資源的開發(fā)利用,逐步滲透礦產(chǎn)資源源頭國(guó)家的主要控制地位,取得了海外礦產(chǎn)投資的一些成功經(jīng)驗(yàn),或多或少地減輕由直接進(jìn)行礦產(chǎn)資源貿(mào)易帶來的不確定因素,在資源貿(mào)易全球化背景下占據(jù)了較多的礦產(chǎn)資源話語權(quán)。 盡管江蘇省地礦局在海外礦產(chǎn)投資方面取得了了一定成就,但面對(duì)紛繁的國(guó)際礦產(chǎn)資源市場(chǎng)及產(chǎn)地,針對(duì)不同的政治制度和民族文化等問題,礦產(chǎn)資源海外投資戰(zhàn)略選擇與制定依然面臨挑戰(zhàn)�；诖�,本研究在綜合分析江蘇省海外礦產(chǎn)資源投資項(xiàng)目涉及的具體因素背景,構(gòu)建影響江蘇省海外礦產(chǎn)資源投資項(xiàng)目可行性的主要因素,運(yùn)用模糊運(yùn)用模糊層次綜合評(píng)價(jià)法評(píng)估項(xiàng)目可行性,以東盟印度尼西亞鐵礦項(xiàng)目和南美洲玻利維亞錳礦項(xiàng)目為案例進(jìn)行實(shí)證分析,提出江蘇省礦產(chǎn)資源海外投資戰(zhàn)略。研究認(rèn)為,影響江蘇省礦產(chǎn)資源海外投資的主要外部因素為宏觀政策與法律、經(jīng)濟(jì)與公共設(shè)施條件、自然環(huán)境及文化,內(nèi)部因素為投資方實(shí)、礦產(chǎn)項(xiàng)目概況、項(xiàng)目周邊狀況等,由于海外礦產(chǎn)投資項(xiàng)目為基礎(chǔ)產(chǎn)業(yè)類,因此受宏觀政策、礦產(chǎn)資源產(chǎn)地文化與自然條件、項(xiàng)目可能的盈利能力等影響較大；實(shí)證研究也顯示,江蘇省海外投資的南美洲玻利維亞錳礦項(xiàng)目的綜合評(píng)價(jià)得分高于印度尼西亞鐵礦,前者具有較大的前景,隨著習(xí)近平主席拉美訪問帶來的中國(guó)與拉美國(guó)家關(guān)系的進(jìn)一步深化,江蘇省南美洲玻利維亞錳礦項(xiàng)目將迎來更多的發(fā)展機(jī)遇。 本研究立足江蘇地礦海外礦產(chǎn)資源投資實(shí)證分析,研究成果有望為資源約束型地區(qū)全球化背景下發(fā)展戰(zhàn)略制定提供依據(jù)。
[Abstract]:The region of "developed economy and scarce resources", represented by Jiangsu Province, has formed a high degree of dependence on mineral resources during the rapid development of its industrial economy. The volatility of external mineral resources price and supply intensifies the risk of instability in the economic development of resource-deficient regions, which is not conducive to the coordinated and rapid economic development of resource-constrained regions. Global mineral resources development strategy has become the main means to ensure the development of resource-constrained areas. Compared with other provinces in China, Jiangsu Province is the provincial unit that implemented the globalization resource strategy earlier. In the past two decades, Jiangsu Province has fully played the leading role of "two pioneers". Using their strong economic strength and high-quality human resources, actively going abroad, actively participating in the development and utilization of international mineral resources, and gradually infiltrating the main control position of the country at the source of mineral resources. It has obtained some successful experiences of overseas mineral investment, more or less lessened the uncertain factors brought about by the direct trade of mineral resources, and occupied more rights of speaking mineral resources under the background of the globalization of resource trade. Although the Bureau of Geology and Mineral Resources of Jiangsu Province has made some achievements in overseas mineral investment, in the face of numerous international mineral resources markets and regions, and in view of different political systems and ethnic cultures, Overseas investment strategy selection and formulation of mineral resources are still facing challenges. Based on this, this study comprehensively analyzes the specific factors involved in overseas mineral resources investment projects in Jiangsu Province, and constructs the main factors that affect the feasibility of overseas mineral resources investment projects in Jiangsu Province. The feasibility of the project is evaluated by using the fuzzy hierarchy comprehensive evaluation method. The case study of Indonesia iron ore project in ASEAN and the Bolivia manganese ore project in South America is carried out, and the overseas investment strategy of mineral resources in Jiangsu Province is put forward. The main external factors affecting overseas investment in mineral resources in Jiangsu Province are macro policies and laws, economic and public facilities conditions, natural environment and culture, internal factors such as investor reality, general situation of mineral projects, peripheral conditions of projects, etc. Because overseas mineral investment projects are in the category of basic industries, they are greatly affected by macro policies, culture and natural conditions of mineral resources origin, and the potential profitability of the projects. The comprehensive evaluation score of the Bolivian ore project in South America invested abroad by Jiangsu Province is higher than that of the Indonesian iron ore. The former has great prospects, and as President Xi Jinping's visit to Latin America has brought about further deepening of relations between China and Latin American countries, Jiangsu Province South America Bolivia Manganese Mine Project will usher in more development opportunities. Based on the empirical analysis of overseas mineral resources investment in Jiangsu Province, the research results are expected to provide the basis for the development strategy formulation under the background of the globalization of resource-constrained areas.
