【摘要】：電力工業(yè)是國民經濟發(fā)展中重要的基礎能源產業(yè)。電網企業(yè)作為基礎性能源企業(yè)在國民經濟發(fā)展中地位顯著,在能源優(yōu)化配置中發(fā)揮主導作用,對社會的發(fā)展、國民的安居樂業(yè)至關重要。建立具有實用性、科學性的電網企業(yè)經營績效評價體系,有利于電網企業(yè)的長遠發(fā)展、經濟效益的提高、戰(zhàn)略決策的有效實施。 本文對電網企業(yè)經營績效評價指標體系及其評價方法進行分析和研究。基于國內外經營績效評價及其指標體系構建的學術研究,本文首先論述企業(yè)經營績效評價的涵義、基本要素和進行經營績效評價的作用,并具體分析電網企業(yè)經營績效評價的現(xiàn)狀、評價方法、評價時應注意的問題,以及電網企業(yè)經營績效的影響因素；在建立電網企業(yè)經營績效評價指標體系之前,指出如何選擇評價指標,并提出構建評價指標體系時需要注意的幾個關鍵問題；根據國資委評價企業(yè)經營績效時采用的標準值,本文針對電網企業(yè)的自身特點,加入電網企業(yè)適用性指標,構建電網企業(yè)經營績效評價指標體系。本文采用模糊層次分析法對電網企業(yè)經營績效評價指標體系進行分析研究：首先通過層次分析法確定該指標體系中各項指標的分項權重,計算出綜合權重,明確各指標在整個系統(tǒng)中的重要程度,然后利用模糊綜合評價法對某電網公司的經營績效進行實例分析。 通過對電網企業(yè)經營績效指標體系的綜合評價研究,本文旨在為今后電網企業(yè)經營績效的評價與改善提供借鑒。
[Abstract]:Electric power industry is an important basic energy industry in the development of national economy. As a basic energy enterprise, power grid enterprise plays a leading role in the development of national economy and plays a leading role in the optimization of energy allocation, which is of great importance to the development of society and the people living and working in peace and contentment. The establishment of a practical and scientific performance evaluation system for power grid enterprises is conducive to the long-term development of power grid enterprises, the improvement of economic benefits and the effective implementation of strategic decisions. This paper analyzes and studies the performance evaluation index system of power grid enterprises and its evaluation methods. Based on the academic research on the evaluation of business performance at home and abroad and the construction of its index system, this paper first discusses the meaning, the basic elements and the function of the evaluation of business performance. It also analyzes the current situation, evaluation methods, problems that should be paid attention to, and the factors influencing the performance of power grid enterprises, before the establishment of the performance evaluation index system of power grid enterprises. This paper points out how to select the evaluation index, and puts forward some key problems that should be paid attention to when constructing the evaluation index system, according to the standard value used by SASAC in evaluating the enterprise performance, this paper aims at the characteristics of the power grid enterprise. Join the applicability index of power grid enterprises, and construct the performance evaluation index system of power grid enterprises. In this paper, the fuzzy analytic hierarchy process (AHP) is used to analyze and study the performance evaluation index system of power grid enterprises. Firstly, the index weight of each index in the index system is determined by AHP, and the comprehensive weight is calculated. The importance of each index in the whole system is defined, and then the fuzzy comprehensive evaluation method is used to analyze the operation performance of a power grid company. Through the comprehensive evaluation of the performance index system of power grid enterprises, this paper aims to provide a reference for the evaluation and improvement of the operation performance of power grid enterprises in the future.
