【摘要】：目前全球產(chǎn)業(yè)戰(zhàn)略正在發(fā)生著巨大的變革,化工產(chǎn)業(yè)已經(jīng)成為我國(guó)重要的支柱產(chǎn)業(yè)。在提倡科技興國(guó)的現(xiàn)代社會(huì),如何研發(fā)出具有高性能、高技術(shù)、高附加值以及低污染的特種PVB膠膜已經(jīng)引起了人們的廣泛關(guān)注。特種PVB膠膜研發(fā)項(xiàng)目技術(shù)要求高、創(chuàng)新要求高、研發(fā)周期較長(zhǎng)、研發(fā)過(guò)程較為復(fù)雜,并且具有一定的風(fēng)險(xiǎn)與危險(xiǎn)。由于長(zhǎng)期以來(lái)受到傳統(tǒng)習(xí)慣以及舊式管理模式的影響,目前我國(guó)對(duì)于特種PVB膠膜的研發(fā)管理模式仍然保持著計(jì)劃經(jīng)濟(jì)時(shí)期所盛行的行政為主的管理模式,而沒(méi)有根據(jù)市場(chǎng)改革作出相應(yīng)的調(diào)整,沒(méi)有構(gòu)建一套行之有效的現(xiàn)代化的項(xiàng)目風(fēng)險(xiǎn)管理體系。我國(guó)特種PVB膠膜研發(fā)項(xiàng)目風(fēng)險(xiǎn)管理的現(xiàn)狀和正在蓬勃發(fā)展的化工新材料事業(yè)十分不符。目前的市場(chǎng)充滿了競(jìng)爭(zhēng),如果意識(shí)到風(fēng)險(xiǎn)的重要性,必然會(huì)對(duì)特種PVB膠膜產(chǎn)業(yè)的發(fā)展產(chǎn)生巨大的影響。 本文依據(jù)特種PVB新產(chǎn)品開(kāi)發(fā)的特點(diǎn),以風(fēng)險(xiǎn)管理理論為根據(jù),運(yùn)用頭腦風(fēng)暴法與專家調(diào)查法進(jìn)行風(fēng)險(xiǎn)識(shí)別,采用專家打分和層次分析法進(jìn)行風(fēng)險(xiǎn)評(píng)價(jià),評(píng)估項(xiàng)目的各種風(fēng)險(xiǎn),然后以根據(jù)風(fēng)險(xiǎn)評(píng)估的結(jié)果確定合適的風(fēng)險(xiǎn)應(yīng)對(duì)策略。根據(jù)巴萊多的“二八”法則,集中精力專攻排序靠前的幾類風(fēng)險(xiǎn),同時(shí)運(yùn)用科學(xué)的管理方法兼顧規(guī)避或減輕次要風(fēng)險(xiǎn)因素的發(fā)生。本著盡量節(jié)約成本,性價(jià)比最優(yōu)的總體項(xiàng)目運(yùn)作思路；運(yùn)用與相關(guān)科院院所建立聯(lián)合研發(fā),簽署合作協(xié)議的方法來(lái)轉(zhuǎn)移項(xiàng)目技術(shù)風(fēng)險(xiǎn)；運(yùn)用項(xiàng)目定期評(píng)審、檢查表檢查以及隨機(jī)抽查等的方法監(jiān)控項(xiàng)目風(fēng)險(xiǎn)。這樣,可以降低項(xiàng)目的整體風(fēng)險(xiǎn)水平,使項(xiàng)目整體風(fēng)險(xiǎn)處于可接受狀態(tài)。 本文一共分五章節(jié),簡(jiǎn)單描述了項(xiàng)目風(fēng)險(xiǎn)管理的基本理論和概念,總結(jié)了國(guó)內(nèi)外PVB行業(yè)的發(fā)展歷史和現(xiàn)狀,根據(jù)特種PVB行業(yè)的特點(diǎn)提出了適用于特種PVB新產(chǎn)品開(kāi)發(fā)項(xiàng)目的風(fēng)險(xiǎn)管理方法,并結(jié)合太陽(yáng)能光伏電池用的PVB膠膜開(kāi)發(fā)項(xiàng)目詳細(xì)描述了風(fēng)險(xiǎn)管理措施的具體應(yīng)用過(guò)程。論文最后給出了研究結(jié)論及特種PVB膠膜新產(chǎn)品研發(fā)項(xiàng)目風(fēng)險(xiǎn)管理方面的前景展望。
[Abstract]:At present, the global industrial strategy is undergoing tremendous changes, the chemical industry has become an important pillar industry in China.In the modern society, how to develop special PVB film with high performance, high technology, high added value and low pollution has attracted much attention.Special PVB film R & D project requires high technical requirements, high innovation requirements, long R & D cycle, complex R & D process, and has certain risks and risks.Because of the influence of the traditional habit and the old management mode, the R & D management mode of the special PVB film in our country still maintains the administrative management mode prevailing in the planned economy period.Without corresponding adjustment according to market reform, a set of effective modern project risk management system has not been constructed.The present situation of risk management of special PVB film R & D project in China is not in accordance with the booming new chemical material industry.The current market is full of competition. If we realize the importance of risk, it will inevitably have a great impact on the development of special PVB film industry.According to the characteristics of the new product development of special PVB, based on the risk management theory, this paper uses the brainstorming method and the expert investigation method to carry out the risk identification, and uses the expert scoring and the analytic hierarchy process to carry on the risk evaluation, evaluates each kind of risk of the project.Then according to the results of the risk assessment to determine the appropriate risk response strategy.According to Baledo's "2 / 8" rule, the author focuses on several kinds of risks which are ranked in the first place, and uses scientific management methods to avoid or reduce the occurrence of secondary risk factors at the same time.In line with the overall project operation idea of cost saving and the best value for money as possible; use the method of establishing joint research and development with the relevant institute of science and technology, signing the cooperation agreement to transfer the technical risk of the project; using the project regular review,Check list check and random spot check methods to monitor project risk.In this way, the overall risk level of the project can be reduced and the overall risk of the project can be accepted.This paper is divided into five chapters, briefly describes the basic theory and concept of project risk management, summarizes the development history and current situation of PVB industry at home and abroad.According to the characteristics of the special PVB industry, the risk management method for the new product development project of special PVB is put forward, and the application process of the risk management measures is described in detail in combination with the PVB film development project for solar photovoltaic cells.Finally, the paper gives the research conclusion and the prospect of risk management in the R & D project of special PVB film.
