【摘要】：21世紀(jì)以來,在國家產(chǎn)業(yè)政策的影響和引導(dǎo)下,中國光伏產(chǎn)業(yè)迅速發(fā)展,現(xiàn)在已成為全球最大的太陽能電池生產(chǎn)國。雖然光伏產(chǎn)業(yè)在產(chǎn)業(yè)政策的扶持下,取得了巨大發(fā)展,但是2011年以后,隨著國際市場需求的萎縮以及歐美對中國光伏產(chǎn)品征收反傾銷稅和反補貼稅,中國光伏產(chǎn)業(yè)遭遇極大困難,在產(chǎn)業(yè)發(fā)展中的問題也逐漸暴露出來。本文希望通過研究光伏產(chǎn)業(yè)的產(chǎn)業(yè)政策和產(chǎn)業(yè)發(fā)展之間的關(guān)系來揭示產(chǎn)業(yè)政策在產(chǎn)業(yè)發(fā)展過程中的作用,并為改善當(dāng)前產(chǎn)業(yè)政策面臨的困境提供一些幫助。 本文在國內(nèi)外學(xué)者對光伏產(chǎn)業(yè)以及產(chǎn)業(yè)政策研究的基礎(chǔ)上,首先分析了當(dāng)前中國光伏產(chǎn)業(yè)的發(fā)展情況以及面臨的困境,通過構(gòu)建一個計量模型用回歸分析的方法來研究光伏產(chǎn)業(yè)發(fā)展和產(chǎn)業(yè)政策的關(guān)聯(lián)性,模型結(jié)果顯示光伏產(chǎn)業(yè)發(fā)展和產(chǎn)業(yè)政策是有關(guān)聯(lián)性的。然后闡述了政府有沒有必要支持光伏產(chǎn)業(yè)的發(fā)展,為什么要出臺產(chǎn)業(yè)政策來扶持光伏產(chǎn)業(yè)。對于現(xiàn)行的產(chǎn)業(yè)政策進(jìn)行了評價,指出現(xiàn)行產(chǎn)業(yè)政策雖然促進(jìn)了中國光伏產(chǎn)業(yè)的迅速發(fā)展,但是仍有不足之處：光伏產(chǎn)業(yè)技術(shù)缺少自主創(chuàng)新；應(yīng)用市場發(fā)展緩慢,國內(nèi)需求�。簧形唇⒔y(tǒng)一的行業(yè)標(biāo)準(zhǔn)體系以及政策補貼效果不夠理想等。最后在上述研究的基礎(chǔ)上,得到了結(jié)論：產(chǎn)業(yè)政策在中國光伏產(chǎn)業(yè)發(fā)展過程中發(fā)揮了重要作用,但是也存在一些問題,同時針對產(chǎn)業(yè)政策的問題提出了幾點政策建議,希望能為中國光伏產(chǎn)業(yè)的產(chǎn)業(yè)政策的不斷完善提供借鑒。論文的主要結(jié)構(gòu)如下： 第一章是引言,介紹了論文的研究背景、意義,研究思路、內(nèi)容,研究方法和創(chuàng)新點以及不足。 第二章是光伏產(chǎn)業(yè)產(chǎn)業(yè)政策相關(guān)研究綜述,分別回顧了國內(nèi)外學(xué)者關(guān)于光伏產(chǎn)業(yè)、產(chǎn)業(yè)政策以及光伏產(chǎn)業(yè)的產(chǎn)業(yè)政策的相關(guān)研究,最后對這些研究進(jìn)行小結(jié),指出了本文的研究價值。 第三章是中國光伏產(chǎn)業(yè)發(fā)展的描述性分析,分別介紹了光伏產(chǎn)業(yè)以及中國光伏產(chǎn)業(yè)的發(fā)展情況,指出了目前中國光伏產(chǎn)業(yè)的產(chǎn)業(yè)困境,最后運用回歸分析的方法研究了中國光伏產(chǎn)業(yè)發(fā)展和產(chǎn)業(yè)政策之間的關(guān)聯(lián)性。 第四章是關(guān)于中國光伏產(chǎn)業(yè)產(chǎn)業(yè)政策的反思,首先對光伏產(chǎn)業(yè)產(chǎn)業(yè)政策的必要性進(jìn)行分析,然后對現(xiàn)行產(chǎn)業(yè)政策效果進(jìn)行評價,指出了現(xiàn)行產(chǎn)業(yè)政策的不足之處。 第五章是結(jié)論及政策建議。針對光伏產(chǎn)業(yè)當(dāng)前的困境以及現(xiàn)行產(chǎn)業(yè)政策存在的問題提出了一些對策建議。 本篇論文可能的創(chuàng)新點在于用定量分析的方法分析了中國光伏產(chǎn)業(yè)發(fā)展和產(chǎn)業(yè)政策之間的關(guān)系,指出了中國光伏產(chǎn)業(yè)的產(chǎn)業(yè)政策和光伏產(chǎn)業(yè)發(fā)展之間是有關(guān)聯(lián)性的。
[Abstract]:Since twenty-first Century, the national industrial policy and guidance, Chinese photovoltaic industry rapid development, has now become the world's largest producer of solar cells. Although the photovoltaic industry in the industrial policy support, has achieved great development, but after 2011, with the demand of the international market atrophy and Europe to impose anti-dumping duties and the anti subsidy tax China photovoltaic products, China photovoltaic industry suffered great difficulties in industrial development issues have been exposed. This paper hopes to find the relationship between the photovoltaic industry industrial policy and industrial development to reveal the industrial policy in the industrial development process, and provide some help for the improvement of current industrial policy dilemma facing.
This paper in the domestic and foreign scholars on the basis of the photovoltaic industry and industrial policy research, first analyzes the current development situation of China photovoltaic industry and the plight of the association to study the construction of photovoltaic industry development and industrial policy with the method of regression analysis an econometric model, the model shows the development of photovoltaic industry and industrial policy relevance. Then describes the development of the government has no need to support the photovoltaic industry, why should the introduction of industrial policy to support the PV industry. For the existing industrial policy was evaluated, pointed out that although the industrial policy promotes the rapid development of Chinese photovoltaic industry, but there are still shortcomings: lack of independent innovation technology of photovoltaic industry; application of the slow development of the market, the domestic demand is small; has not yet established a unified system of industry standards and policy subsidies, the effect is not ideal . at last, on the basis of the above research, a conclusion is obtained: industrial policy played an important role in the development process of China PV industry, but there are also some problems, and put forward some policy suggestions for industrial policy problems, hope to constantly improve to Chinese photovoltaic industry industrial policy to provide reference as follows. The structure of the thesis:
The first chapter is the introduction, which introduces the research background, significance, research ideas, content, research methods and innovation points and shortcomings.
The second chapter is the overview of the relevant research on photovoltaic industry, and reviews the domestic and foreign scholars' research on the photovoltaic industry, the industrial policy and the industrial policy of photovoltaic industry. Finally, we summarize these studies and point out the research value of this paper.
The third chapter is the analysis of the development of photovoltaic industry China descriptive, respectively introduces the development of photovoltaic industry and China photovoltaic industry, pointed out that the current China photovoltaic industry dilemma, finally using regression analysis method to study the relationship between the China photovoltaic industry development and industrial policy.
The fourth chapter is about the reflection of China's photovoltaic industry policy. First of all, the necessity of photovoltaic industry's industrial policy is analyzed, then the effect of the current industrial policy is evaluated, and the shortcomings of the current industrial policy are pointed out.
The fifth chapter is the conclusion and policy recommendations. In view of the current plight of the photovoltaic industry and the existing problems of the current industrial policy, some countermeasures and suggestions are put forward.
The possible innovation of this paper is to analyze the relationship between China's photovoltaic industry development and industrial policy by quantitative analysis method, and point out that there is a correlation between China's photovoltaic industry policy and photovoltaic industry development.
