【摘要】：H電力股份有限公司作為一家中小型的電力工程企業(yè)，成立于1994年，公司目前包括三大業(yè)務(wù)領(lǐng)域：變配電工程，電力自動化和中性點(diǎn)接地電阻等。如同很多中小電力工程企業(yè)一樣，公司在國家電力體制改革不斷深入，電力行業(yè)投資逐年遞增的市場機(jī)遇下，也遇到了諸如行業(yè)競爭激烈，人力成本和相關(guān)管理費(fèi)用攀升，行業(yè)利潤空間逐步縮小，以及中小企業(yè)的融資困難等問題。企業(yè)戰(zhàn)略管理是經(jīng)營管理中的最高層次，在企業(yè)管理過程中起到目標(biāo)指引作用。本文通過H公司戰(zhàn)略PEST分析、EFE分析、IFE分析、波士頓BCG矩陣、價值鏈分析和SWOT分析以及QSPM戰(zhàn)略決策等戰(zhàn)略制定工具，說明H公司是如何選擇變配電工程業(yè)務(wù)作為核心競爭戰(zhàn)略的，以及在明晰核心戰(zhàn)略目標(biāo)后，如何進(jìn)行戰(zhàn)略實(shí)施的關(guān)鍵能力建設(shè)：即進(jìn)行基于戰(zhàn)略目標(biāo)為導(dǎo)向的工程項(xiàng)目集成管理建設(shè)。通過項(xiàng)目集成管理變革實(shí)施提升項(xiàng)目的人才管理、工期進(jìn)度管理、項(xiàng)目成本管理、項(xiàng)目質(zhì)量安全管理、項(xiàng)目風(fēng)險管理等項(xiàng)目多要素能力，，以實(shí)現(xiàn)質(zhì)量好、工期短、成本低的項(xiàng)目集成管理目標(biāo)。進(jìn)而研究出一套適合中小電力工程公司建設(shè)的項(xiàng)目集成管理方法，探索中小電力工程公司通過企業(yè)成功基因即企業(yè)戰(zhàn)略選擇來獲取成功的。本文通過結(jié)合企業(yè)實(shí)際情況，使用戰(zhàn)略管理理論、項(xiàng)目集成管理理論并闡述二者之間的有機(jī)聯(lián)系，進(jìn)而為類似的中小電力工程企業(yè)實(shí)施基于戰(zhàn)略導(dǎo)向的工程項(xiàng)目集成管理能力建設(shè)提供了有價值的參考。
[Abstract]:H electric power engineering Limited by Share Ltd as a small and medium-sized enterprises, was founded in 1994, the company currently consists of three business areas: Power Engineering, electric power automation and neutral grounding resistance. Like many small and medium-sized electric power engineering enterprises, companies in the deepening reform of the state power system, the electric power industry investment increasing market opportunities next, also encountered such as fierce competition in the industry, labor costs and related management costs rise, profit margins gradually narrowed, and the small and medium-sized enterprise financing difficult problem. The enterprise strategy management is the highest level of management, play a role in the guide of the target in the process of enterprise management. Through the strategy of H company PEST analysis, EFE analysis, IFE analysis, Boston BCG matrix, value chain analysis and SWOT analysis, QSPM strategy and strategic planning tools, that is how to choose the H company Substation engineering business as the core competition strategy, and in the clear core strategic target, how to carry out the implementation of the strategy of the key ability construction: project strategic goal oriented integrated management of construction project integrated management based on. Through the implementation of reform to enhance the personnel management, schedule management, project cost management, project safety management the quality, ability of multi elements of project risk management and project, in order to achieve good quality, short construction period, low cost of project target integrated management. And Research on integrated management of a set of methods for small and medium power engineering company construction project, power engineering company through the exploration of the small business success gene is strategic choice for enterprises to succeed. This by combining with the actual situation of enterprises, using the theory of strategic management, project integration management theory and expounds the organic connection between the two, and then It provides a valuable reference for similar small and medium power engineering enterprises to implement the construction of project integrated management capability based on strategic orientation.
