【摘要】：隨著傳統(tǒng)能源有限性的日益顯著及環(huán)境問題日益突出，中國(guó)要走可持續(xù)發(fā)展之路就必須發(fā)展以太陽(yáng)能光伏為代表的新能源產(chǎn)業(yè)，這對(duì)于我國(guó)培育戰(zhàn)略性新興產(chǎn)業(yè)、調(diào)整能源結(jié)構(gòu)、保障能源供應(yīng)、建設(shè)低碳社會(huì)具有重要戰(zhàn)略意義。 為了促進(jìn)光伏產(chǎn)業(yè)的發(fā)展，鑒于光伏產(chǎn)業(yè)的特殊性，本文對(duì)產(chǎn)業(yè)組織理論發(fā)展和SCP分析范式在我國(guó)的運(yùn)用進(jìn)行總結(jié)，在此基礎(chǔ)上將金融財(cái)稅政策做為內(nèi)生要素引入SCP分析范式中，嘗試構(gòu)建了我國(guó)光伏產(chǎn)業(yè)金融支持的F-SCP分析范式，即金融支持（Fiance）-市場(chǎng)結(jié)構(gòu)（Structure）-市場(chǎng)行為（Conduct）-市場(chǎng)績(jī)效（Performance）分析范式。 本文首先推演及構(gòu)建了作為文章基本邏輯框架的F-SCP分析范式，并在該邏輯框架下，先運(yùn)用實(shí)證方法對(duì)我國(guó)光伏產(chǎn)業(yè)的市場(chǎng)結(jié)構(gòu)、行為和績(jī)效的現(xiàn)狀進(jìn)行分析，，得出我國(guó)光伏產(chǎn)業(yè)面臨的問題；隨后以金融支持為邏輯起點(diǎn)，以產(chǎn)業(yè)績(jī)效為邏輯終點(diǎn)，分析金融支持主體是如何直接促進(jìn)或通過市場(chǎng)結(jié)構(gòu)、行為間接促進(jìn)光伏產(chǎn)業(yè)發(fā)展；然后以我國(guó)國(guó)內(nèi)上市光伏企業(yè)作為樣本，選取代表金融支持要素的金融投入、融資結(jié)構(gòu)以及金融風(fēng)險(xiǎn)三個(gè)指標(biāo)，運(yùn)用兩階段實(shí)證分析方法，分析我國(guó)光伏產(chǎn)業(yè)發(fā)展的金融支持效率；最后在F-SCP范式分析基礎(chǔ)上總結(jié)出了以支持路徑和支持效率為核心的我國(guó)光伏產(chǎn)業(yè)F-SCP金融支持機(jī)理。 論文得出主要結(jié)論，即金融支持我國(guó)光伏產(chǎn)業(yè)發(fā)展還存在以下問題：金融支持主體不完善、支持方向不合理、金融財(cái)稅支持力度還不足，以及金融支持效率不高、支持要素結(jié)構(gòu)不合理、產(chǎn)業(yè)面臨較大的市場(chǎng)風(fēng)險(xiǎn)。最后從優(yōu)化金融支持結(jié)構(gòu)、創(chuàng)新金融支持方式、提升產(chǎn)業(yè)自身競(jìng)爭(zhēng)力等方面提出支持我國(guó)光伏產(chǎn)業(yè)發(fā)展的建議。
[Abstract]:With the increasing of the limitation of traditional energy and the increasingly prominent environmental problems , China must develop the new energy industry represented by solar photovoltaic , which is of great strategic significance to the cultivation of strategic emerging industry , adjustment of energy structure , guarantee of energy supply and construction of low - carbon society . In order to promote the development of PV industry , in view of the particularity of PV industry , this paper summarizes the application of industrial organization theory development and SCP analysis paradigm in our country . On the basis of this , this paper attempts to construct the F - SCP analysis paradigm of financial support of PV industry in China , that is , financial support ( Fiance ) - Structure - market behavior ( Conduct ) - Market Performance ( Performance ) analysis paradigm . This paper first pushes forward and constructs the F - SCP analysis model as the basic logical framework of the article , and analyzes the current situation of the market structure , behavior and performance of the PV industry in China by using the empirical method under the logic framework . Then , the financial support efficiency of the PV industry in China is analyzed with the financial support as the logic starting point , and then the financial support efficiency of the development of the photovoltaic industry is analyzed by using the two - stage empirical analysis method . Finally , the F - SCP financial support mechanism is summarized based on the F - SCP paradigm analysis . The main conclusion is that the financial support of the development of photovoltaic industry in China has the following problems : imperfect financial support , unreasonable support direction , insufficient financial and financial support , unreasonable financial support efficiency , unreasonable structure of support elements and large market risk . Finally , suggestions on the development of PV industry in China are put forward from the aspects of optimizing financial support structure , innovative financial support mode and enhancing the competitiveness of industry .
