新醫(yī)改框架下廣州市社區(qū)衛(wèi)生人力資源配置研究
[Abstract]:Objective: to study the present situation of human resource allocation of community health service center in Guangzhou, and to explore the feasible ways to strengthen the construction of community health human resource under the background of new medical reform. Methods: a total of 115 government-run community health service centers in Guangzhou were investigated by means of general survey. The Lorenz curve and Gini coefficient were used to evaluate the fairness of human resource allocation. SPSS19.0 software is used to analyze the human resource allocation. Results: the Gini coefficient of the authorized establishment, the number of in-service staff and the number of health technical personnel in Guangzhou Community Health Service Center were 0.2180.3260.321, respectively, which were in a normal and fair state. The Gini coefficient of distribution according to service area was 0.656 / 0.673 / 0.672, respectively, which was in a highly unfair and dangerous state. There were statistically significant differences in the age, educational background, professional title, post composition ratio and establishment utilization rate of the health technicians in the community health service centers in the three districts of urban, suburban and far suburbs. Conclusion: the fairness of human resource allocation in Guangzhou Community Health Service Center is worthy of recognition on the whole, but there are differences in personnel structure among different regions, and the establishment and use of human resources are unreasonable, and the geographical equity should be paid more attention to. The government, market and society should be given full play to optimize the allocation and promote the sustainable development of community health service.
