【摘要】：目的:對廣州市社區(qū)衛(wèi)生服務(wù)中心人力資源配置現(xiàn)狀進行研究,探索新醫(yī)改背景下加強社區(qū)衛(wèi)生人力資源建設(shè)的可行性途徑。方法:采用普查方式,對廣州市115個政府辦社區(qū)衛(wèi)生服務(wù)中心進行調(diào)查研究,利用Lorenz曲線及Gini系數(shù)對人力資源配置公平性進行評價,應(yīng)用SPSS19.0軟件對人力資源配置狀況進行統(tǒng)計分析。結(jié)果:廣州市社區(qū)衛(wèi)生服務(wù)中心核定編制數(shù)、在編在崗人員數(shù)、衛(wèi)生技術(shù)人員數(shù)按服務(wù)人口分布的Gini系數(shù)分別為0.218、0.326、0.321,處于正常公平狀態(tài);按服務(wù)面積分布的Gini系數(shù)分別為0.656、0.673、0.672,處于高度不公平的危險狀態(tài)。城區(qū)、近郊、遠郊三個區(qū)域的社區(qū)衛(wèi)生服務(wù)中心衛(wèi)生技術(shù)人員年齡、學(xué)歷、職稱、崗位構(gòu)成比及編制使用率的差異有統(tǒng)計學(xué)意義。結(jié)論:廣州市社區(qū)衛(wèi)生服務(wù)中心人力資源配置公平性在服務(wù)人口上總體值得肯定,但各區(qū)域間人員結(jié)構(gòu)存在差異,編制使用不合理,地理公平性需引起重視,應(yīng)進一步發(fā)揮政府、市場、社會三者作用,優(yōu)化配置,促進社區(qū)衛(wèi)生服務(wù)的可持續(xù)發(fā)展。
[Abstract]:Objective: to study the present situation of human resource allocation of community health service center in Guangzhou, and to explore the feasible ways to strengthen the construction of community health human resource under the background of new medical reform. Methods: a total of 115 government-run community health service centers in Guangzhou were investigated by means of general survey. The Lorenz curve and Gini coefficient were used to evaluate the fairness of human resource allocation. SPSS19.0 software is used to analyze the human resource allocation. Results: the Gini coefficient of the authorized establishment, the number of in-service staff and the number of health technical personnel in Guangzhou Community Health Service Center were 0.2180.3260.321, respectively, which were in a normal and fair state. The Gini coefficient of distribution according to service area was 0.656 / 0.673 / 0.672, respectively, which was in a highly unfair and dangerous state. There were statistically significant differences in the age, educational background, professional title, post composition ratio and establishment utilization rate of the health technicians in the community health service centers in the three districts of urban, suburban and far suburbs. Conclusion: the fairness of human resource allocation in Guangzhou Community Health Service Center is worthy of recognition on the whole, but there are differences in personnel structure among different regions, and the establishment and use of human resources are unreasonable, and the geographical equity should be paid more attention to. The government, market and society should be given full play to optimize the allocation and promote the sustainable development of community health service.
