S市H區(qū)高層次人才引進(jìn)問(wèn)題和對(duì)策研究

【摘要】:當(dāng)前,經(jīng)濟(jì)社會(huì)高速發(fā)展,經(jīng)濟(jì)全球化已成為全球發(fā)展的重要組成成分,國(guó)家與區(qū)域之間的發(fā)展與競(jìng)爭(zhēng)己經(jīng)演變成為知識(shí)與科技的競(jìng)爭(zhēng)。S市H區(qū)政府積極響應(yīng)中央號(hào)召,把人才作為社會(huì)經(jīng)濟(jì)發(fā)展的第一影響因素,積極貫徹實(shí)施科學(xué)發(fā)展觀,建立高層次人才引進(jìn)項(xiàng)目,多行業(yè)、大規(guī)模、深層次的開展高層次人才引進(jìn)工作。本文的研究對(duì)象是高層次人才,研究的重點(diǎn)是S市H區(qū)高層次人才的引進(jìn)問(wèn)題。通過(guò)與S市H區(qū)部分企事業(yè)單位進(jìn)行調(diào)研、座談等第一手資料和查閱國(guó)內(nèi)外相關(guān)理論著作等第二手資料深入分析S市H區(qū)高層次人才的現(xiàn)狀,并發(fā)現(xiàn)H區(qū)在高層次人才引進(jìn)中存在的種種問(wèn)題:高層次人才總量不足、高層次人才需求主體不多、對(duì)流向企業(yè)人才政策扶持力度不夠、高層次人才吸附承載能力較弱等。在此基礎(chǔ)上,深刻剖析了產(chǎn)生原因:人才優(yōu)先發(fā)展的理念不夠明確、產(chǎn)業(yè)整體水平不高、政策體系不完善、區(qū)域環(huán)境和社會(huì)發(fā)展水平相對(duì)較低等。最后,筆者針對(duì)這些問(wèn)題提出了相關(guān)的建議和意見:建立高層次人才引進(jìn)數(shù)據(jù)庫(kù)、推動(dòng)企業(yè)步入引才軌道、加大對(duì)創(chuàng)新型創(chuàng)業(yè)型企業(yè)的政策傾斜、加強(qiáng)區(qū)域軟硬環(huán)境建設(shè),旨在對(duì)S市H區(qū)高層次人才引進(jìn)工作提供一點(diǎn)參考。
[Abstract]:At present, with the rapid development of economy and society, economic globalization has become an important component of global development. The development and competition between countries and regions have evolved into competition of knowledge and science and technology. Taking talents as the first influencing factor of social and economic development, we should carry out the scientific concept of development, establish high-level talents introduction projects, and carry out the work of introducing high-level talents on a large scale and at a deep level. The research object of this paper is the high-level talents, and the emphasis of the research is the introduction of the high-level talents in the H district of S city. Through investigation and investigation with some enterprises and institutions in the H District of S City, first-hand information such as discussion and consulting relevant theoretical works at home and abroad, etc., the current situation of high-level talents in H District of S City is analyzed in depth. It is also found that all kinds of problems exist in the introduction of high-level talents in H area: insufficient amount of high-level talents, lack of the main body of high-level talents demand, insufficient support to the policy of talents flowing to enterprises, weak absorption capacity of high-level talents and so on. On this basis, the causes are deeply analyzed: the concept of talent priority development is not clear enough, the overall level of industry is not high, the policy system is not perfect, and the level of regional environment and social development is relatively low. Finally, the author puts forward some suggestions and suggestions: to establish a high-level talent introduction database, to promote enterprises into the track of talent introduction, to increase the policy bias to innovative entrepreneurial enterprises, and to strengthen the construction of regional soft and hard environment. The purpose of this paper is to provide some reference for the introduction of high-level talents in H district of S city.
