【摘要】：通過(guò)對(duì)柴達(dá)木盆地8個(gè)縣市實(shí)際情況的調(diào)查,從經(jīng)濟(jì)、社會(huì)以及資源環(huán)境方面選用37個(gè)具體指標(biāo),建立經(jīng)濟(jì)可持續(xù)發(fā)展評(píng)價(jià)指標(biāo)體系,采用主成分分析方法對(duì)柴達(dá)木盆地經(jīng)濟(jì)可持續(xù)發(fā)展作出綜合評(píng)價(jià)。評(píng)價(jià)結(jié)果顯示,1999~2012年柴達(dá)木盆地經(jīng)濟(jì)可持續(xù)發(fā)展水平總體呈上升趨勢(shì),綜合得分從1999年的-15.348 0提高到2012年的28.732 9。特別是2005年國(guó)家級(jí)柴達(dá)木循環(huán)經(jīng)濟(jì)試驗(yàn)區(qū)批準(zhǔn)建設(shè)之后,地區(qū)的可持續(xù)發(fā)展綜合水平得分增長(zhǎng)幅度較大,說(shuō)明柴達(dá)木盆地循環(huán)經(jīng)濟(jì)的發(fā)展對(duì)可持續(xù)發(fā)展水平的提升有顯著支持作用。通過(guò)分析指出影響柴達(dá)木盆地經(jīng)濟(jì)可持續(xù)發(fā)展的四個(gè)主因子,分別是地區(qū)經(jīng)濟(jì)總量規(guī)模因子、產(chǎn)業(yè)結(jié)構(gòu)因子、人口素質(zhì)范疇、社會(huì)基礎(chǔ)設(shè)施發(fā)展因子。并通過(guò)主因子的變動(dòng)情況,指出影響該地區(qū)經(jīng)濟(jì)可持續(xù)發(fā)展的主要問題有:柴達(dá)木盆地公共基礎(chǔ)設(shè)施不完善,制約經(jīng)濟(jì)的可持續(xù)發(fā)展;資源稟賦不均,限制經(jīng)濟(jì)發(fā)展的持續(xù)性;人力資源實(shí)力較弱,科教投入不足,影響其工業(yè)轉(zhuǎn)型;產(chǎn)業(yè)結(jié)構(gòu)不合理。最后,提出促進(jìn)柴達(dá)木盆地經(jīng)濟(jì)可持續(xù)發(fā)展的對(duì)策建議。
[Abstract]:Through the investigation of the actual situation of 8 counties and cities in Qaidam Basin, 37 specific indexes are selected from the aspects of economy, society and resources and environment, and the evaluation index system of economic sustainable development is established. The principal component analysis (PCA) was used to evaluate the sustainable economic development of Qaidam Basin. The evaluation results show that the level of sustainable economic development in Chaidamu Basin from 1999 to 2012 showed an overall upward trend, and the comprehensive score increased from -15.348 0 in 1999 to 28.732 9 in 2012. In particular, after the approval of the construction of the national Qaidam circular economy experimental area in 2005, the comprehensive level of sustainable development in the region has increased by a large margin. It is concluded that the development of circular economy in Qaidam Basin can support the improvement of sustainable development level. It is pointed out that the four main factors affecting the sustainable development of economy in Qaidam Basin are the scale factor of regional economic aggregate, the factor of industrial structure, the category of population quality and the factor of development of social infrastructure. Through the change of main factors, the paper points out that the main problems affecting the sustainable development of economy in this area are: imperfect public infrastructure in Qaidam Basin, restricting the sustainable development of economy, uneven endowment of resources, and restricting the sustainability of economic development. The weak strength of human resources and insufficient investment in science and education affect its industrial transformation and its industrial structure is unreasonable. Finally, the countermeasures and suggestions to promote the sustainable economic development of Qaidam Basin are put forward.
