【摘要】：雨露計劃是一項以提高農(nóng)村扶貧對象自我發(fā)展能力、促進轉(zhuǎn)移就業(yè)增收、阻斷貧困代際傳遞為基本目標(biāo)的人力資源開發(fā)項目,是專項扶貧的重點工作之一。本文搜集了全國扶貧開發(fā)建檔立卡面板數(shù)據(jù)信息(2010-2014年),抽樣調(diào)查了4個省(區(qū)、市)的8個試點縣和非試點縣,獲得試點政策效果對比數(shù)據(jù)信息,并開展基層抽樣調(diào)查獲取問卷及訪談數(shù)據(jù)信息。經(jīng)過對資料的匯總分析發(fā)現(xiàn),雨露計劃顯著改善了中職就讀情況,試點縣的政策效果較非試點縣更加明顯。同時,雨露計劃扶貧工作在政策制定和政策實施方面都需進一步改進,以達到"全覆蓋"的政策目標(biāo)。
[Abstract]:The Rulu Plan is a human resource development project which aims at improving the self-development ability of the rural poverty alleviation object, promoting the transfer of employment and increasing income, and blocking the transmission of poverty between generations. It is one of the key tasks of the special poverty alleviation.In this paper, we collected the national poverty alleviation and development building card panel data information from 2010 to 2014, sampled and surveyed 8 pilot counties and non-pilot counties in 4 provinces (districts and cities), and obtained comparative data information on the effects of pilot policies.And carry out grass-roots sampling survey to obtain questionnaire and interview data information.Through the analysis of the data, it is found that the rain and dew plan has significantly improved the situation of secondary vocational education, and the policy effect of the pilot county is more obvious than that of the non-pilot county.At the same time, it needs further improvement in policy formulation and policy implementation in order to achieve the policy goal of "full coverage".
