【摘要】：軍隊轉(zhuǎn)業(yè)干部是國家人力資源的主要構(gòu)成,是珍貴的人才,是我國當前發(fā)展不可替代的中堅力量。做好軍轉(zhuǎn)干部的培訓工作,不但是軍轉(zhuǎn)部門當前工作的一個重點,而且更需要地方各級部門給予大力配合和支持。培訓是開發(fā)人力資源的重要手段,在組織管理體系中占據(jù)重要地位,培養(yǎng)一支高素質(zhì)、能力強的軍隊轉(zhuǎn)業(yè)干部不僅有利于新疆地區(qū)的穩(wěn)定、社會建設,同時也是充分發(fā)揮優(yōu)秀人才的良好方法。論文分為五部分。首先第一部分對干部、轉(zhuǎn)業(yè)干部以及培訓的相關(guān)概念進行了明確;第二部分回顧了新疆軍轉(zhuǎn)干部培訓取得的成效,重點分析了當前新疆軍轉(zhuǎn)干部培訓的現(xiàn)狀;第三部分總結(jié)培訓面臨的問題,包括培訓方式單一、需求分析不到位、評估體系欠缺等,并分析問題產(chǎn)生的一些原因;第四部分介紹國內(nèi)外已經(jīng)形成培訓模式及帶來的所借鑒之處;第五部分則是針對當前新疆軍轉(zhuǎn)干部培訓出現(xiàn)的問題從五大方面提出的一些對策建議:培訓工作的實際化、方法的多樣化、內(nèi)容的科學化、保障的制度化與觀念的更新化。通過培訓,實現(xiàn)轉(zhuǎn)業(yè)干部的就業(yè),提高干部的素質(zhì),為新疆整體的長治久安及經(jīng)濟建設做出貢獻。
[Abstract]:The demobilized military cadres are the main components of the national human resources, the precious talents, and the irreplaceable backbone of the current development of our country.To do a good job in the training of military transfer cadres is not only a key point in the current work of the military transfer departments, but also needs the strong cooperation and support of local departments at all levels.Training is an important means to develop human resources. It occupies an important position in the organizational management system. Training a high-quality and capable army demobilized cadre is not only conducive to the stability and social construction of Xinjiang,At the same time, it is also a good way to give full play to outstanding talents.The paper is divided into five parts.The first part makes clear the related concepts of cadres, transferred cadres and training; the second part reviews the achievements of Xinjiang military cadres training, focusing on the analysis of the current situation of Xinjiang military cadres training;The third part summarizes the problems faced by the training, including the single training mode, the lack of needs analysis, the lack of evaluation system, and analyzes the causes of the problems.The fourth part introduces the training mode at home and abroad and the lessons it brings. The fifth part is about the countermeasures and suggestions from five aspects: the practicalization of the training work, in view of the current problems in the training of military cadres in Xinjiang.The diversification of methods, the scientific content, the institutionalization of security and the renewal of ideas.Through training, we can achieve the employment of transferred cadres, improve the quality of cadres, and contribute to the overall stability and economic construction of Xinjiang.
