【摘要】：中共中央組織部、人力資源社會保障部、國家公務(wù)員局在2016年7月頒布了《關(guān)于推進公務(wù)員職業(yè)道德建設(shè)工程的意見》(以下簡稱為《意見》),本文認(rèn)為這是自《公務(wù)員法》頒布以來最為重要的一個文件,文件對于公務(wù)員職業(yè)道德建設(shè)提出了實踐養(yǎng)成的新途徑與新思想。本文評析了《意見》實踐養(yǎng)成途徑的創(chuàng)新性特點,重點以促進性品德評價模型為例,具體論述了《意見》中實踐養(yǎng)成新途徑與指導(dǎo)思想如何通過評價模型進行實施以及可能獲得的價值與效果。研究表明,促進性品德評價模型,可以提高公務(wù)員職業(yè)道德建設(shè)的實效性,是公務(wù)員職業(yè)道德實踐養(yǎng)成方法的一種具體操作模型,能夠有效貫徹落實《意見》的指導(dǎo)思想與基本原則。
[Abstract]:In July 2016, the Organization Department of the CPC Central Committee, the Ministry of Human Resources and Social Security, and the State Civil Service Bureau promulgated the "opinions on promoting the Construction of Civil servants' Professional Ethics" (hereinafter referred to as "opinions"). This paper considers this to be the most important document since the promulgation of the Civil Service Law. The paper puts forward new ways and new ideas of practice cultivation for the construction of civil servants' professional ethics. This paper comments on the innovative characteristics of practice cultivation approach, with emphasis on the model of promoting moral evaluation as an example. This paper discusses in detail how the new approach and guiding ideology of practice cultivation in opinion can be carried out through the evaluation model and the possible value and effect. The research shows that the model of promoting moral evaluation can be obtained. It can improve the actual effect of the construction of civil servants' professional ethics, is a kind of concrete operation model of the practice and cultivation method of civil servants' professional ethics, and can effectively carry out the guiding ideology and basic principles of "opinions".
